The Global Tooling Capability & Capital Manager is responsible for the governance, control, and optimisation of all tooling, jigs, and fixtures owned by Rolls-Royce and/or its customers (including shared ownership) across the global external supply chain.
This role ensures that all special-to-product tooling is technically compliant, configuration controlled, and that capital investments are managed effectively. The role will also oversee the creation and maintenance of a global tooling register, ensuring compliance with regulatory requirements, value for money and supporting the development of advanced tooling life monitoring solutions.
Your responsibilities will include:
Tooling Governance & Control
Ensure all Rolls-Royce and customer-owned tooling, jigs, and fixtures are controlled, tracked, and managed.
Provide positive assurance that all special-to-product tooling is technically compliant and configuration controlled throughout its lifecycle.
Oversee the modification or disposal of tooling, ensuring this only occurs with authorisation.
Tooling Register & Data Management
Develop, implement, and maintain a global Rolls-Royce owned tooling register/database, ensuring it is updated and verified.
Ensure the database is ITAR compliant and accessible to the global supply chain, with robust data security and access controls.
Record and analyse tooling condition, life, and number of uses to support predictive maintenance and capital planning.
Capital Management
Agree, manage, and report on global capital budgets for tooling, ensuring effective allocation and utilisation of resources.
Support business case development for new tooling investments and ensure alignment with strategic objectives.
Tooling Life Monitoring & Innovation
Collaborate with Rolls-Royce engineering teams to develop and incorporate new methods for monitoring and predicting tool life and wear.
Drive continuous improvement in tooling management processes and technologies.
Compliance & Asset Oversight
Ensure compliance with all relevant regulatory requirements, including ITAR, and oversight of any government or customer assets.
Maintain and update the company management system to reflect current tooling management processes and controls.
Stakeholder Management
Work closely with global supply chain partners, engineering, quality, and finance teams to ensure effective tooling management.
Produce and maintain an appropriate RACI matrix for all tooling management activities.

Who we’re looking for
Proven experience in tooling, jigs, and fixtures management within a complex, global manufacturing or aerospace environment.
Strong understanding of configuration control, technical compliance, and capital asset management.
Experience with database development and management, ideally with ITAR or similar regulatory compliance.
Demonstrated ability to manage large-scale capital budgets and asset registers.
Strong analytical skills, with experience in data analysis and predictive maintenance methodologies.
Excellent stakeholder management and communication skills, with the ability to influence at all levels.
Knowledge of regulatory requirements relating to government and customer-owned assets.
Experience in process improvement and change management.
Willingness to travel internationally as required.
Desirable Qualifications
Degree in Engineering, Manufacturing, or a related discipline.
Professional certification in asset management, project management, or supply chain management.
Experience with digital transformation or Industry 4.0 initiatives in tooling management.
