As the PMO Functional Lead for Execution Excellence within Pharma Technical Operations (PTT), you act as the strategic engine driving the predictable delivery of a global CAPEX portfolio. By blending high-performance standards with a lean, continuous-improvement mindset, you lead cross-functional teams in the industrialization and technical management of complex projects, ranging from lab upgrades to large-scale production facilities. Your role is pivotal in ensuring network-wide standardization, technical risk mitigation, and the optimization of manufacturing robustness, ultimately transforming execution into a reliable asset that supports the efficiency and reliability of the entire manufacturing network.

The Opportunity

  • Standardize Global Execution: You will develop and maintain the Global Project Management Playbook, ensuring all capital projects align with internal quality standards and industry-leading methodologies like PMBOK and PRINCE2.

  • Govern the Project Lifecycle: You will define and oversee the rigorous "Stage-Gate" process, ensuring critical peer reviews and readiness assessments are completed from conceptual design through to construction and validation.

  • Establish Execution Excellence: You will set the global standards for "Project Execution Plans" (PEP) to guarantee consistency, alignment, and operational excellence across all international Roche sites.

  • Drive Performance Transparency: You will implement a comprehensive suite of KPIs and Earned Value Management (EVM) metrics, providing high-level transparency into project health and execution efficiency.

  • Lead Strategic Governance: You will design and facilitate monthly Project Review Boards (PRB), offering executive-level insights into project risks, financial variances, and strategic mitigation plans.

  • Cultivate Risk Management: You will orchestrate a proactive risk-mitigation culture by leading "Cold Eyes" reviews and audits to identify execution gaps before they impact the critical path.

  • Institutionalize Knowledge: You will serve as the functional "Center of Excellence," leading Lessons Learned workshops and mentoring project staff globally to ensure continuous improvement and capability building.

Who you are

  • You possess an expert educational foundation, holding a Bachelor’s or Master’s degree in Engineering, Construction Management, or Business Administration, paired with a mandatory PMP or PgMP certification.

  • You are a seasoned leader in the field, bringing over 15 years of experience in capital project management, including at least 5 years leading a PMO within the Life Sciences or Process Industries.

  • You are an authority on project methodologies, offering deep expertise in Stage-Gate models, Lean Construction, and Agile project management to drive efficiency in complex environments.

  • You demonstrate advanced analytical proficiency, with the ability to utilize Primavera P6, MS Project, and BI tools like Tableau or Power BI to forecast costs and manage schedules effectively.

  • You are a strategic influencer, capable of navigating a complex matrix organization and building consensus among senior stakeholders to drive functional performance and organizational change.

  • You thrive as a mentor and coach, dedicated to developing organizational capability by guiding less experienced colleagues and identifying skill gaps within the project management community.

  • You are resilient and disciplined, showing an unwavering commitment to process adherence while maintaining the problem-solving skills necessary to recover off-track initiatives and navigate unprecedented challenges.

The expected salary range for this position based on the primary location of Oceanside is 127,900.00 - 237,500.00 USD Annual.  Actual pay will be determined based on experience, qualifications, geographic location, and other job-related factors permitted by law.  A discretionary annual bonus may be available based on individual and Company performance.  This position also qualifies for the benefits detailed in this link.
