Who we are supporting
The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
- Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
- Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
- Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
- Electronic Warfare: The NCIA provides electronic warfare services to support NATO's mission to detect, deny, and defeat threats to its communication networks.
- Information Management: The NCIA manages NATO's information technology infrastructure, including its databases, applications, and servers.
Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO's communication and information technology capabilities.
The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Duties and Responsibilities
- Design conceptual, logical, and physical spatial data models;
- Implement enterprise geodatabases using Microsoft SQL Server;
- Optimize complex SQL queries and spatial joins;
- Create stored procedures, triggers, and database functions;
- Deploy and manage geodatabases for ArcGIS Enterprise;
- Monitor database health and resource utilization;
- Implement performance monitoring tools;
- Optimize Storage straegies for large datasets;
- Automate database maintenance tasks (vacuum, indexing, statistics updates);
- Develop scripts for backup validation and restore testing;
- Translate business requirements into spatial database architecture;
- Collaborate with GIS analysts, developers, and IT teams;
- Provide technical documentation and system diagrams;
- Lead troubleshooting and root cause analysis;
- Contribute to architectural decision-making;
- Integrate in current Image provisioning Team;
- Operate established multi-source imagery provisioning service including trouble shooting;
- Manage all relevant imagery and other data;
- Suggest improvements, discuss with supervisor and implement as agreed;
- Maintain provisioning environment;
- Maintain user-facing GIS web-based tools, e.g. dashboards, portals, etc.
- Support multidisciplinary teams of users and technical and operational stakeholders;
- Participate in technical and operational meetings, offering advice and seeking solutions;
- Support NATO in the development of recommendations for updates to current services;
- Provide meaningful input to envisioning IT solutions that fit best NATO requirements.
Essential Skills, Experience and Certifications
- Minimum 3 years' experience Microsoft SQL Server & Database Development, including:
- Advanced SQL (complex joins, CTEs, window functions, indexing strategies);
- Stored procedures, functions, triggers;
- Query optimization and performance tuning;
- Data modeling (conceptual, logical, physical);
- Normalization and denormalization strategies;
- ETL process design;
- Minimum of 3 years' experience and deep knowledge in all IT aspects of the Esri enterprises, including:
- ArcGIS Pro
- ArcGIS Portal and components
- ArcGIS Server, advanced publishing mechanisms and best practices
- Minimum of 3 years' experience and deep knowledge in configuration and maintenance of Esri components (Experience Builder, Dashboards, Story Maps, etc.)
- Excellent knowledge of Commercial Satellite Imagery, formats and metadata;
- Excellent knowledge of vector data manipulation and data management in a complex multi- network/multi-user environment;
- Experience in automating GIS workflows;
- Solid experience in working in a Microsoft environment with shared data access;
- Ability to independently plan and execute assigned project tasks under guidance, taking into account policies, programmer goals, priorities, funding and other planning constraints;
- Ability to receive and execute tasking in accordance with direction from NCI Agency staff;
Desirable Skills, Experience and Certifications
- Knowledge Java/Python scripting skills;
- Knowledge of NATO responsibilities and organization;
- Knowledge of NATO Functional Area Services;
- Knowledge of NATO Communication and Information Systems Infrastructure;
- Prior experience of working in an international environment comprising both military and civilian elements;
- Knowledge of Microsoft Word/Excel, PowerPoint, SharePoint;
- NATO and/or military experience;
- Highly motivated, good communication skills, team player.
