Job Summary: THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This National Guard position is for a GENERAL SUPPLY SPECIALIST, Position Description Number T58095P1 and is part of the 165th Logistics Readiness Squadron, Garden City, Georgia. This is a full-time, Excepted Term, position which does not require Georgia Air National Guard Membership. Area of Consideration: Current Federal Employees.

Major Duties:

  • As a GENERAL SUPPLY SPECIALIST, GS-2001-09, you will: Perform analysis on a wide range of technical functions by analyzing historical and current data and identifying deficiencies or potential problems during surveillances or staff assistance visits. Evaluate unexpected fluctuations or trends in statistics, resolve discrepancies, and make recommendations for change when problems are identified that adversely affect operations. Perform analysis on current or potential problems identified. Compare supply performance and maintenance interface data with prescribed standards to identify the effectiveness of supply support. Perform in-depth research and special analyses and make appropriate recommendations for improvement. Facilitate corrective measures when specific actions are required by other elements. Utilize computer software programs, spreadsheets, databases and graphics to collect, organize, analyze, display, and/or brief management information to customers and/or AFFOR management staff. Monitors inventory losses by analyses of inventory discrepancies, adjustments, and trends to ensure the integrity of the base resources management system. Receive incoming shipment discrepancy reports and evaluate and perform analyses on incoming and outgoing reports to ensure the effectiveness of the Supply Discrepancy Report (SDR) program. Develop, coordinate, and publish local supplements and make recommendations to assist in the development of major command (MAJCOM) supplements to Air Force (AF) manuals and instructions applying to the Standard Base Supply System (SBSS). Draft and finalize operating instructions, which include but are not limited to, alert plans, duty hour, and designation of delivery locations. Recommend changes to higher headquarters when standard procedures are inadequate or erroneous. Document findings for problems that cannot be resolved and forward compiled data to higher echelons for study and resolution. Manage the General Support Division (GSD) and monitor the Material Support Division (MSD) of the Air Force Supply Management Activity Group (SMAG) at base level. Develop and maintain trend analysis for stock fund operations and formulate long and short-range projections. Brief upper-level supervisors and managers in the interpretation of supply/financial management data reports. Coordinate the preparation and submission of the initial and revised Automated General Support Operation Program (AGSOP) through the computer support base and MAJCOM funds manager. Analyze financial transactions to detect errors and initiates corrective action. Approve or disapprove free issue and forced credit turn-ins and adjusted stock level requests. Scrutinize the operations of supply functions by conducting external surveillances. Develop and maintain a schedule for regular and/or periodic surveillance visits to all elements. Research and develop checklists and exercises internal management controls within the LRS. Conduct an exit briefing to discuss identified deficiencies and resolve differences of opinion. Provide a detailed written report of inspection to include procedural clarification to eliminate violations of supply discipline. Draft replies and provide follow-up for inspection, audit or staff reports. Advise management of compliance and/or procedural changes. Monitor higher headquarters special interest items and establish special interest items at base level to correct local identified problems. Review the effectiveness of the reject program. Serve as the focal point for comparison of performance with prescribed directives. With the computer operations function, review and/or direct the review of all USAF data system design center program releases for impact on supply operations for required procedural actions. Submit requests for changes to system design when errors occur, or system fails to perform its function. Resolve procedural SBSS interface problems with other systems or programs that interface with SBSS. Ensure that all flights, elements, and supported activities are notified of changes within their scope of responsibility. Plan, develop, and conduct on-the-job training (OJT) for assigned technicians and military personnel. Perform other duties as assigned.

Qualifications: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience, education, or training dealing with cost estimates, budgets or funding management. Experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities. OR Education: Education in schools above the high school level may be substituted for experience when the Education in is in the Inventory Management or Supply related fields or another related discipline. Education above high school level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study. The amount of credit given is locally determined. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
