Major Duties:

  • Perform studies, analysis, and evaluation of DLA Distribution Site's operating processes and procedures affecting Inventory Integrity and Accountability mission and functions.
  • Develops, coordinates, operates, evaluates operations, and ensures implementation of new guidelines and procedures related to depot operations.
  • Provides technical advice and guidance to operating level personnel regarding the interpretation of materiel management regulations, policies, and procedures.
  • Provides guidance to Managers and functional/technical Distribution Center (DC) personnel by responding to problems and formulating plans for corrective actions on supply distribution processes and procedures.
  • Plans current and long-range objectives and new policies and procedures for the command inventory program.
  • Provides guidance in material management as it involves inventory control, materiel accountability, transaction reconciliation, item data maintenance, and location surveys, with Item Managers from Major Subordinate Command (MSC)

Qualifications: To qualify for a General Supply Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-12: Knowledge of specialized qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of the stock management and materiel control program, along with knowledge of the mission, organization, and work processes throughout the region consisting of multiple geographically dispersed depots; Knowledge of a broad range of supply program relationships to include stock control, supply control, storage, and related supply program; Knowledge of Military Services and DLA MSCs essential to developing, implementing and carrying out tasks to meet critical customer needs. Knowledge of DoW, DLA and Military Services regulations, policies and procedures pertaining to distribution depot operations is required to perform interface actions among various separate systems. GS-11: Working knowledge of DSS management controls for all functional and specialized operations regarding accountable records maintenance (i.e., location header and detail records, DLIS interfaces, owner and manager interfaces with the reconciliation process, and end of day processing); Thorough knowledge and understanding of policies and principles pertaining to MILSTRAP; Knowledge of specialized qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency and productivity of the stock management and materiel control program, along with knowledge of the mission, organization, and work processes throughout the region consisting of multiple geographically dispersed depots. B. Educational Qualifications: For GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
