Job Description:
SUMMARY:
The Interim General Manager is responsible for the general management of all aspects of New Mexico Service Company (NMWSC) operations including water and wastewater operations, work safety, financial results, all field services, construction, maintenance, and customer service activities for New Mexico Water Service Company; including Business Development to ensure Company growth; establishing oneself as a leader in the communities served; acting as spokesperson for media communication; short- and long-term planning, budgeting, and rate case development. Responsible for coordination of integration and standardization within NMWSC and with other California Water Service Group subsidiaries; adherence to all California Water Service Group and New Mexico Water Service Company policies and procedures; and development of Company personnel.
ESSENTIAL FUNCTIONS:
A) Prioritizing and assigning work
B) Conducting performance reviews, overseeing training and development, and making employment-related recommendations
- Provides daily construction staff scheduling including timecard and work order review
- Provides oversight of all field operations including construction, maintenance, customer service activities, water and waste treatment, production, operations, and contract operations
- Plans and expedites short- and long-term strategic and tactical goals
- Forecasts and plans water supply, secure additional supplies through negotiations
- Ensures all water and wastewater quality and discharge regulations are met
- Ensures compliance with Sarbanes-Oxley (SOX) controls
- Ensures compliance with New Mexico Public Utilities Commission New Mexico State Department of Health Office of Drinking Water (DOH), local County Health Departments, and Environmental Protection Agency (EPA) rules and regulations regarding water and wastewater treatment, distribution, fire protection, and regulatory requirements
- Partners with internal and external departments and regions to implement best practices in all aspects of Operations
- Attends weekly Management and Regional Operations Leadership Meetings
- Promotes safety culture and drives corporate safety objectives/goals
- Ensures all safety policies, procedures, and protocols are fully adhered to
- Partners with management to implement new wastewater treatment methodologies
- Responds to inquiries from agencies, contractors, customers, public officials, and vendors
- Coordinate and prioritize capital projects with the engineering department
- Reviews and approves all construction related expenditures
- Reviews all developer and jobbing design plans, developing cost estimates, and contracts to ensure profitability
- Provides input, review, and oral testimony in rate cases
- Participates in the interview and selection of new employees
- Coordinates with Corporate legal functions to ensure Company assets are protected and contract and other agreements have appropriate terms and conditions
- Ensures organization is up to Group standards on Emergency Preparedness and Response Readiness
- Responsible for execution and delivery of capital budget
- Responsible for the development, control, and adherence of annual expense budget
- Coordinates and plans internal and external agency meetings regarding current and future water supply and related costs
- Ensure all Company employees meet required state and federal certification requirements
- Leads all Company employees to receive appropriate safety training consistent with their current roles
- Participates in and supports the Cal Water Continuous Improvement programs and projects
- Performs work on-site in the assigned office location
- Performs other duties as assigned
MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Business Administration, Engineering, Finance, or equivalent experience in water industry or related field
- 10 years of experience demonstrating increasing responsibility in a management or supervisory role
- 10 years of experience operating water and/or wastewater systems.
- Media Training or relevant experience
- Proven leader with excellent planning and administrative and communication skills (written & oral)
- Must complete Operations Leadership Pathway module 1 and module 2 within 24 months of hire or promotion date
- State of New Mexico Water Systems Operator Level 2 Certification
- State of New Mexico Wastewater Operator Level 3 Certification – desired
- Must obtain OSHA 10 within 12 months; OSHA 30 - desired
- Proficient in Microsoft Office applications
- Valid New Mexico Driver License with clean driving history
REQUIRED KNOWLEDFE, SKILLS, AND ABILITIES:
- Excellent communication and leadership skills with ability to communicate at all levels
- Excellent long-term planning skills with solid working knowledge of cost of service rate making
- Self starter and motivator with proven ability to plan, execute, and deliver annual and long-term business plans
- Working knowledge of supervisory principles, practices, and techniques
- Knowledge and understanding of regulatory requirements with emphasis in the areas of New Mexico Public Regulation Commission rules and rates, public health, and environmental protection
- Knowledge of construction processes with emphasis on underground and pump house plumbing infrastructure design and installation
- Knowledge of pumping, distribution system principles, and water treatment methods
- Knowledge of wastewater treatment disinfection and discharge requirements
- Understanding of water distribution systems, water production and treatment operations, maintenance principles, as well as those relative to wastewater treatment plants, and collection systems
- Knowledge and ability to interpret and enforce Company’s policies and procedures
- Ability to create presentations, spreadsheets, and documents
- Ability to read and analyze monthly financial statements and make informed financial decisions
- Solid organizational and analytical abilities for multi-project leadership and decision-making
- Respected leader with proven skills to manage, direct, lead, motivate, and coordinate all functions
- Ability to direct and manage Company activities in outlying areas
- Ability to set and achieve short and long-term goals
- Ability to communicate effectively with agencies, contractors, consultants, customers, employees, and vendors in verbal and written form
- Ability to work effectively with all levels of employees and management
- Demonstrated understanding of the rate making process and ability to present rate cases or regulated acquisition cases to state regulators with a favorable outcome

Salary Range: $118,000 - $219,000
