Job Summary: This position is part of the Office of Science - Headquarters, Department of Energy. As a General Engineer/Physical Scientist (Projects Program Manager) in the Basic Energy Sciences Scientific User Facilities Division, you will be responsible for oversight of major scientific facility construction projects. You will provide overall authoritative leadership and direction to pioneering engineering and/or scientific development efforts to achieve new and innovative capabilities at the facilities.

Major Duties:

  • As a Projects Program Manager, you will: Provide authoritative engineering/scientific leadership and strategic direction for broad and complex programs/projects that are on the cutting edge of technology and that serve as models for other engineering and/or scientific programs both within and outside of DOE. Conceive, plan, organize, and manage complex programs and projects, developing long-range plans with goals and resource requirements, while integrating financial and technical constraints. Serve as a recognized technical authority in engineering or physical science, offering expert consultation, advice, and analysis to top management within and outside DOE on critical engineering and scientific matters. Lead and participate in program and project assessments, evaluating progress against established goals, identifying problems and opportunites, and recommending corrective or preventive actions. Act as an authoritative consultant to senior DOE management and external experts, representing the Department in high-level meetings and on interagnecy and technical committees at the national and international levels.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following: Providing expert strategic direction for significant initiatives, influencing high-level stakeholders, and establishing long-range goals and resource requirements; AND Managing multifaceted projects with substantial scope and complexity and evaluating progress against established objectives; AND Serving as a recognized authority in a specific engineering or scientific field, offering authoritative consultation and recommendations to senior leadership on critical and far-reaching technical matters. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
