Job Summary: You will serve as Utilities Program Manager responsible for providing strategic leadership for NASA utilities management, including commodity procurement, transmission, delivery, and system sustainment across all NASA centers. You will develop agency policies, lead the implementation of standardized solutions, and analyze data to forecast requirements and optimize the reliability and efficiency of utility systems and facilities operations.

Major Duties:

  • Develops Agency policy for maintenance, operations, sustainment, design, and construction of NASA facilities.
  • Provides strategic leadership for agency utilities management including commodity procurement, system sustainment, governance structures, and cross-center coordination.
  • Serves as liaison to external and internal partners for utility commodity transmission, delivery, and regulation.
  • Establishes policy implementation plans to include specialized training, certification, implementing guidance, and reviews to ensure that policies are understood and implemented within centers and programs.
  • Leads the transformation of center business processes through the adoption of standardized maintenance management tools and data solutions aligned with enterprise systems.
  • Assesses the effectiveness of Federal real property management processes and techniques for maintenance and operations across the agency with an emphasis on identifying and standardizing best practices.
  • Reviews and analyzes data to develop strategies, agency standards, analytical models, and methodologies concerning facilities management and facilities maintenance and operations.

Qualifications: In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Managing utility commodities, including overseeing procurement and administration of major utility contracts for regulatory compliance; Performing long-range planning activities for utilities infrastructure investment and sustainment, this may include assessing current and future utility needs, developing strategic plans for infrastructure upgrades and replacements, and ensuring the ongoing reliability and efficiency of utility systems; Leading the development, training, and implementation of facilities management solutions in at least two of the following disciplines: design, construction, demolition, maintenance, or operations.
