Gujarat Urban Development Mission (GUDM) is implementing CITIIS 2.0, a results-based programme under the Smart Cities Mission, focused on climate-resilient urban infrastructure, climate governance reforms, and climate budgeting. CITIIS 2.0 mandates the integration of gender, social inclusion, and environmental & social safeguards within climate action planning and implementation. GUDM is responsible for ensuring that State and City Climate Action Plans embed inclusive approaches, safeguard vulnerable groups, and comply with national and international frameworks.
Role Overview
The Gender & Social Inclusion Expert will be responsible for mainstreaming gender and social inclusion principles across climate action planning, implementation, and monitoring under CITIIS 2.0. The role focuses on review, guidance, and capacity building, ensuring that climate actions are equitable, inclusive, and socially responsive.
Engagement Type & Duration
Full-time position for a 3 year contract period
Key Responsibilities:
Lead integration of gender-responsive and socially inclusive approaches within ISCAP and CCAPs
Review climate action plans for gender mainstreaming, social safeguards, and inclusion of vulnerable groups
Support development and implementation of gender action plans, GESI frameworks, and safeguard mechanisms
Coordinate with municipal and state stakeholders on community engagement and inclusive planning processes
Support compliance with CITIIS 2.0, NIUA, and national gender policy requirements
Provide inputs for capacity-building programmes, workshops, and training modules
Contribute to monitoring, reporting, and documentation related to gender and social inclusion outcomes
Educational Qualifications:
Master’s degree in one of the following:
Gender Studies
Sociology
Social Work
Development Studies
Public Policy
Urban Planning
(or related discipline)
Experience Requirements:
Minimum 5 years of professional experience in:
Gender mainstreaming and social inclusion
Community development or social safeguards
Urban development, climate resilience, or infrastructure projects
Experience working with government programmes, development agencies, or multilateral projects preferred
Proven experience in gender audits, GESI frameworks, or social inclusion strategies.
