Summary of Duties

The Office of Developmental Disabilities Services (ODDS) provides opportunities to link services for Oregonians who have intellectual and/or developmental disabilities. As part of its function ODDS oversees an array of services including but not limited to residential, in-home, employment, family support, crisis, and case management delivered through a state field structure or agreements with county governments or subcontracted agencies.

ODDS is responsible for the development and administration of programs that support children and adults with intellectual or other developmental disabilities to remain in their own home or community.

The Office of Developmental Disabilities Services Licensing Unit oversees a statewide program responsible for licensing and the quality of care in programs serving individuals with intellectual/developmental disabilities this includes the licensing of adult and child foster homes, and 24-hour residential facilities. It oversees and is responsible for the agency certification of agencies and the endorsement of 24-Hour Residential programs, Supported Living Programs, Employment Services and Professional Behavior Support Services.

As a Foster Licensing Administrative Specialist, you will:

  • Provide administrative support to the Intellectual Developmental Disability (IDD) Licensing Unit Staff by; entering data into the Automated Survey Process Environment (ASPEN) system, providing statistical data for special requests; maintaining overall office operations; fielding calls to the Unit Manager and staff; coordinating meetings with agencies; and emailing documents that have been prepared by management.

  • Review new or renewal adult foster home and child foster home applications to ensure all applicable documentation has been supplied in accordance with Oregon Administrative Rules (OARs), Oregon Revised Statutes (ORS), and licensing policies; then will provide the application to the Foster Care Licensing Specialist for review and approval.

  • Issue child foster home certifications and adult foster home licenses for applications that have been approved by the Foster Care Licensing Specialist or Foster Care Program Analyst.

  • Process applications and reports, enter and compile data from different systems, coordinate meetings including note taking, and handle communication with various community members and other agencies.

  • Help with doing research in our systems to help identify concerns, or missing information.

Minimum Qualifications

Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data.

OR

An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data.

OR

An equivalent combination of education and experience.

  • Experience in reading, interpreting, and explaining laws, rules, policies, and procedures to a variety of individuals who have differing communication styles and levels of understanding of the information.

  • Knowledge and understanding of data analytics, evaluation and reporting.

  • Demonstrated skill using a computer to navigate data bases and locate information.

  • Experience using time management, organization, and prioritization skills to meet deadlines and adaptable to changing priorities and responsibilities.

  • Experience collaborating with a team to reach a common goal and a dedication to teamwork and coming alongside clients, customers, or colleagues to provide support.

  • Experience problem-solving in collaboration with others, ensuring all voices are heard.

  • Your typical work schedule will be Monday – Friday, 8:00 a.m. – 5:00 p.m. Pacific Time on-site and in-person each workday at our Salem office.

  • A plus is the location of our office in Salem. There is free parking for staff and visitors and there is access to a variety of food choices and other services within a short drive.

  • You will interpret and explain Oregon laws, rules, regulations, and operational policies and procedures.

  • Contact with the public, including contact with Oregonians experiencing emotional and financial stress.

  • May require sitting at a computer or telephone for prolonged periods of the workday.

  • Potentially, you may have required overnight travel to attend statewide meetings and trainings.
