We’re seeking an experienced Forms Document Developer, Electronic Publishing Design Specialist 2 to bring advanced design solutions to life. In this role, you’ll use the Adobe Creative Suite and Adobe Experience Manager, to develop and produce high-quality digitally accessible form deliverables, coordinate print production, and manage projects through Workfront. This position operates at an advanced level, requiring independent decision-making, strong customer interaction, and broad technical digital accessibility expertise. Summary of Duties

The primary purpose of the Electronic Publishing Design Specialist 2 position is to develop digital and print document solutions and produce final deliverables using the Adobe Creative Cloud, Adobe Experience Manager, Microsoft 365 Suite, knowledge of ADA compliance software (PAC 2024 and CommonLook), coordinate printing, translation, and use Workfront to manage all projects assigned to them.

As a Forms Document Developer, you will:

  • Design, produce, develop and coordinate the printing and translation of major program documents. 

  • Produce custom forms for a variety of programs using digital tools such as Adobe Creative Cloud, Adobe Experience Manager and Microsoft 365 suite. 

  • Oversees projects by working directly with Web, Graphic, or Form Design Team members, customers, and vendors to ensure established needs and deadlines are met. 

  • Consults with, advises, and directs ODHS|OHA staff throughout the department in coordination with management and senior design staff regarding forms design, digital accessibility, distribution, translation, alternate formats, best practices, and legal requirements. 

  • Reviews materials to ensure compliance with agency publication standards, policies, and accessibility guidelines and standards. 

  • Plan and oversee production of complex or time-sensitive projects. 

  • Serves as a project coordinator working directly with design/form team members, in-house linguists, customers, vendors, and private or public organizations to ensure deliverables meet the program’s needs and timeline. 

Minimum Qualifications

  • Four years of graphics arts design production experience.

  • A bachelor's or associate degree in Graphic Arts may substitute for two years of the experience.

  • A bachelor's degree in fine arts with a minimum of 18 quarter (12 semester) hours of graphic arts courses may substitute for one year of the experience.

  • One year of desktop publishing that includes compiling and producing information for wide dissemination (such as a newsletter), may substitute for one year of the required experience.

  • The top candidates on the list will have specialized training or experience in color separation and correction, scientific illustration, or graphics or web software.

Essential Attributes

We are looking for candidates with:

  • Experienced using design software such as Adobe InDesign, Illustrator, Photoshop, and other Creative Cloud tools, both independently and with team members. Comfortable working with tools like Microsoft 365, Adobe Workfront, PAC 2024, CommonLook PDF, Adobe Experience Manager and other systems used to manage projects, content, and approvals.

  • Knowledgeable about print production and preparing files so they are ready for high-quality printing and digital accessibility. Able to manage digital and print design projects from start to finish, including updates, maintenance, and meeting deadlines.

  • Experienced in creating a wide range of materials, including forms, newsletters, reports, presentations, infographics, social media graphics, and brochures.

  • Able to coordinate translations and create alternate or accessible formats when needed.

  • Strong visual design experience, with a good eye for layout, color, and typography, while following brand guidelines.

  • Proven ability to manage time effectively by organizing tasks, prioritizing work, and coordinating multiple projects and deadlines across internal teams and vendors.

  • Clear communicator who can explain design choices and work effectively with different teams and stakeholders.

  • Comfortable working both independently and collaboratively with people from diverse backgrounds.

  • Self-motivated, adaptable, and able to respond well to feedback and changing priorities.

Working Conditions

  • Standard hours are 8:00 a.m. to 5:00 p.m. Pacific Time, Monday through Friday.

  • This position is eligible for remote work, hybrid work option may be available.

  • Flexibility is essential to meet tight deadlines.

  • Requires regular interaction with government staff, agency partners and contractors.

  • Performs duties with a high level of independence under general supervision from administrative leadership.

  • Project assignments are typically managed through Workfront by a Team Lead, with established due dates and milestone reviews conducted by team leads or designated team members.

About Publications and Creative Services Office (PCS)

The Publications and Creative Services Office manages the writing, design, development, printing, and distribution of ODHS and OHA publications for internal and external audiences. ​​​​​The team's professionals provide the following services to you and other ODHS and OHA staff and partners:

  • Support language access by providing translations and alternate formats

  • Consult with ODHS and OHA staff and partners to plan professional-quality publications that reflect agency style guidelines and are appropriate to the audience

  • Edit and proof materials created by staff experts and partners in their individual fields

  • Write materials for ODHS and OHA programs and offices as requested

  • Provide graphic design, layout, original and digital illustrations, forms creation, graphic artwork, and Web and electronic materials for ODHS- and OHA-generated publications

  • Coordinate printing and distribution of publications.
