The primary purpose of this position is to serve as a Foreign Disclosure Policy Specialist providing service to all assigned and tenant organizations at Holloman AFB.

Major Duties:

  • Serves as 49WG point of contact for release of classified and controlled unclassified weapons systems, technologies and information to foreign governments and international organizations in support of Air Force, DoD and commercial international programs. In accordance with Air Force policy or export license provisos, ensures course, documents, and information proposed for export to foreign parties comply with applicable DoD, Air Force, and AETC foreign disclosure policy and applicable Delegation of Disclosure Authority Letters (DDLs), and are within scope of existing contracts and State Department- approved export licenses, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), or SAF- approved exemption to ITAR Licenses. Participates in the review, interpretation and documentation of USAF disclosure guidance, identification of shortfalls in the guidance, and creation of recommended modifications when necessary. Reviews visits originating from the Foreign Visit System (FVS). Reviews all 49WG foreign visits in accordance with AFI 16-201.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Demonstrated mastery of National Disclosure Policy and thorough knowledge of the Arms Export Control Act (AECA), International Traffic in Arms Regulations (ITAR), and applicable DoD, interagency, Air Force, and Joint Service policies governing release of classified and controlled unclassified military information (2) Applied disclosure policy expertise to support Foreign Military Sales (FMS), international military training, information-sharing agreements, and cooperative research, development, and acquisition programs with foreign partners (3)Supported development and sustainment of bilateral and multilateral defense relationships through accurate, policy-compliant disclosure decisions (4) Executed and managed responsibilities within the Air Force Foreign Disclosure Program, ensuring all actions aligned with national security, policy, and program requirements (5) Evaluated complex disclosure requests and provided recommendations that balanced mission needs with protection of U.S. national interests (6) Prepared and justified policy waivers, policy change proposals, or new policy guidance for senior-level review when existing policy did not address emerging requirements. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of experience and education may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information and assistance. 2. Knowledge of a wide range of international affairs and security concepts, principles and practices, including foreign disclosure, technology transfer, industrial security and information security. 3. Knowledge of general Air Force and specific foreign disclosure operations, politico-military affairs, technologies used in military Command and Control systems, information and industrial security processes for classified material handling and general management practices. 4. Knowledge of complex technical material and analyze foreign disclosure action required for export/transfer to foreign nationals or their representatives. 5. Ability to effectively write and orally communicate foreign disclosure and export information to various audiences, to include U.S. and foreign staff, management, senior executives, and corporate officers. 6. Ability to perform work requiring a professional knowledge of the formulation and direction of foreign affairs of the government or in the study and disposition of information bearing on international relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
