The primary purpose of this position is to serve as Contracting Officer's Representative (COR) for the full food service contract, exercising technical oversight and providing surveillance over appropriated fund contracted food service activities for Joint Base San Antonio-Lackland and Camp Bullis.

Major Duties:

  • Serves as the liaison and food service COR with responsibilities for evaluating food service provider performance and coordinating support while evaluating daily operation of the Food Service Activity. Researches, interprets, and applies Air Force instructions, pamphlets and manuals, directives, operating instructions, technical and trade publications, and accepted food management practices. Provides technical oversight and assists with surveillance over the full food service contract. Serves as COR for the $41M annual food service contract. Monitors contract expenditures and approves monthly contract payments, monitors the control and disposition of Government furnished assets, and posting of all required weekly, monthly and annual reports as required. Prepares, coordinates, and serves on the Base Menu Review Board and represents Food Service at other boards and meetings. Conducts menu boards with assigned representatives from each squadron to obtain customer preferences and handle complaints. Provides the Worldwide menu selections for the quarter with the estimated numbers of items to be established by the planning board; list of special events for the quarter from local program calendar. Recommends, justifies, and submits current and long-range plans for facilities and equipment. Monitors facility usage. Assists in developing and maintains a current 5-year equipment replacement program and provides budget input and justification for the purchase and repair of all equipment issued in the food service operations. Conducts a detailed facility inspection and annual inventory of all food service facilities and equipment to support the 5-year plan and update submissions.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Food Service Specialist Series, 1667. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes thorough knowledge of managing a large food service contract, which enables the incumbent to work effectively towards offering a high quality food service operation to the JBSA Lackland community. Knowledge gained through education and relevant experience, which enables the employee to competently and independently carry out food service projects, programs, and services through the application of principles, concepts, and techniques of a full food service program. Knowledge of a variety of food related equipment in order to determine local requirements, serviceability, etc. Preferable knowledge of how to make purchases within the framework of the Defense Logistic purchasing system.. OR EDUCATION: 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcript FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Knowledge of basic contracts, performance work statement, statement of work, quality control plansand contract deficiency reports. 2\. Skill in oral and written communications. 3\. Ability to plan, organize and meet deadlines. Ability to work with multiple groups and organizations. 4\. Knowledge in the effective management of all fiscal and physical resources of the food serviceoperation. 5\. Knowledge in basic computer skills that includes ability to learn and use Microsoft Office programs(Excel, Word, Outlook and Power Point). 6\. Ability to learn/demonstrate the Air Force's Food Service Management System, CAFE.Ability to obtain ServSafe certification. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
