Major Duties:

  • Position Summary: The primary purpose of this position is to serve as the Base Food Service Contract Equipment Technician / Government Property Administrator and Primary Quality Assurance (QAE) to the Supply Section and Contracting Office for a full food service contract, prepare and process monthly Purchase Request(PR) into the ABSS system and monthly invoices into Wide Area Work Flow (WAWF), providing technical leadership, inventory accountability, and surveillance over all appropriated fund contracted food service activities on Fort Sam Houston and Camp Bullis Joint San Antonio Base (JSAB). Duties/Responsibilities: Performs as the Food Service Equipment Technician and Government Property Administrator to the contracting Officer for 502 Air Base Wing contract operations. Represents. Periodically inventories Government-owned supplies, equipment, and fixtures. Provides technical advice on contract specifications Orders and issues supplies and equipment from warehouse stock based on information provided by the dining facilities. Performs as Quality Assurance Evaluator (QAE) to the Contracting Officer for JBSA 502d largest contract operation. Supports equipment supply and inventory duties.

Qualifications: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: Thorough knowledge of managing a large food service equipment and maintenance contract, which enables the incumbent to work effectively and independently towards offering a high quality food service operation to the JBSA Military community; Knowledge gained through education and relevant experience, which enables the employee to competently and independently carry out food service projects, programs, and services through the application of principles, concepts, and techniques of a full food service program; Skilled in the effective management and protection of financial and physical resources to include funds protection, asset protection, preventive maintenance, development of budgets, accounting of income and expenses, and completion of required monthly financial reports; Knowledge of a variety of food related equipment in order to determine local requirements, serviceability, etc.; Knowledge of how to make purchases within the framework of the Department of Defense and Air Force purchasing system. OR EDUCATION: 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of standardized supply regulations, policies, procedures, and other instruction relating to requisitioning and reconciliation used in an organization. Knowledge of the structure and processes of the local supply organization and the serviced organization. Broad knowledge of food service equipment to recommend and order new and improved equipment. Knowledge of food service contracts, contract attachment list, preventive maintenance, and Surveillance techniques to ensure quality and timely work performance by the contractor and to evaluate contract requirements. Knowledge of AFMIS to enter, retrieve delete, and manipulate information in Equipment IV Replacement Program. This knowledge requires the ability to use a computer terminal with an alphanumeric keyboard. The ability to operate a government vehicle up to and including a one-half-ton and a five-ton capacity truck. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
