Major Duties:

  • Responsible to the Director to manage, administer, and oversee the food and beverage operations at INDOPACOM/Camp Smith/MARFORPAC in Halawa. Physical site locations included in areas of responsibility are: INDOPACOM Food Court (Subway and Starbucks), Starbucks located at Kaneohe Bay, Camp Smith/MARFORPAC Aloha Kitchen (Snack Bar). Major duties and responsibilities include: snack bar, dining, lounge bar, catering, contract food operations such as Subway and Starbucks, grab and go convenience food production and delivery plus other special event activities developed from time to time. Responsible for the economic and efficient preparation and service of food and beverage programs, which includes subject matter expert for all concessionaire licensees. Coordinates, analyzes and manages the overall financial functions, activities, responsibilities, and results of these food and beverage programs. Plans, coordinates, and monitors time sensitive and high profile projects, creates and designs new menus and bar programs, plans catering/banquet functions and special events. Plans, develops, and implements promotional and advertising campaigns. Develops long-range staffing and capital plans. Develops robust catering program. Prepares correspondence, statistical material, reports, special projects, and notes/talking points for briefings. Establishes and maintains current and historical business and turnover files. Ensures the accurate capture and tracking of critical/sensitive fiscal and internal data at the headquarters and local command level. Establishes budgets and maintains accurate, timely, and effective internal cost controls. Develops and administers operational directives and requirements for the Division, Catering, and Food Service Operational guidelines, as well as Snack bar Management Directives. Represents the Division at various committees, meetings, social functions, and special events. Ensures adherence to proper protocols for all business and social functions involving divisional participation. Serves as a subject matter expert and adviser to senior leaders. Exudes proper leadership, protocol, and management skills in the executive of duties. Exercises internal personnel management authorities over division managers. Provides professional leadership of staff: recruits and selects a competent staff, counsels, trains, and mentors, schedules and directs work, appraises and reviews employee¿s work performance, approves or disapproves leave requests, directs appropriate personnel actions, initiates and conducts employee disciplinary actions if required. Must be accountable for enforcement of employment laws under the Fair Labor Standards Act (FLSA), Department of Defense (DoD) regulations, and the collective bargaining agreement. Ensures implementation and enforcement of compliance programs in accordance with standards, directive policies, procedures and orders established by: Navy Medicine, Base Safety, Office of Safety and Health Administration (OSHA), Fire and emergency agencies, DoD, Headquarters Marine Corps, Marine Corps Community Services (MCCS) and Food and Hospitality Headquarters. Provides meaningful connections through customer service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Ensures compliance with fire, safety, and other environmental regulations and standards. Promptly reports any observed workplace hazards, injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Ensures minimal loss of duty by complying with ¿Return to Work¿ program initiatives, and following up on employee well-being. Effectively supports and adheres to the Marine Corps Equal Employment Opportunity and the prevention of sexual harassment policies. Other duties as assigned.

Qualifications: Four years extensive experience which demonstrates the following competencies: (1) executive management skills involving planning, coordinating, and directing food and beverage businesses or other business experience where comparable experience was accomplished; (2) ability to deal effectively with superiors, subordinates, peers, and the general public; (3) outstanding oral and written communication skills; (4) thorough knowledge of food and beverage cost controls, sanitation, food safety, serving alcohol with care, operating procedures and other business and accounting principles experience; (5) ability to make sound judgments and decision making skills; and (6) ability to prepare budgets, maintain effective controls, analyze trends, identify opportunities to improvement. A Bachelor¿s degree in Business Administration, Hotel and Restaurant Management, or a related field or equivalent experience is desired. Military experience or past work experience in support of the DoD MWR type programs is preferred. Annual Financial Disclosure report (OGE Form 450) is required.
