The primary purpose of this position is to serve as the USAF Flight Manuals Program Specialist for all USAF manuals pertaining to operating and maintaining USAF aircraft. The employee implements program management, guidance, policy, and procedures as assigned HQ AFMC.A,3/6 as the executive agent for flight manuals per AFI 11-215.

Major Duties:

  • DUTY 1: Plans, organizes and oversees the activities of the USAF Manual Technical order (TO) process. Designated USAF executive lead for the Air Force Flight Manual Program (FMP); responsible for program management, guidance, policy, and procedures. DUTY 2: Represents the USAF and AFMC Detachment 1 with a variety of Department of Defense, Joint, inter-agency, inter-service, and functional area organizations. Duty 3: Develops annual budget and resource requirements to meet USAF Flight Manual program objectives. Duty 4: Provide Technical Order Distribution (TODO) support to active duty, civilian, and reserve members to HQ AFMC/A3. Serves as Unit TODO.

Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in in planning, organizing, and directing a comprehensive aviation publications program; applying expert knowledge of military aircraft operations and technical orders (TOs) to manage the lifecycle of flight manuals; representing an organization and communicating with a wide range of DoD and inter-agency stakeholders; and developing and executing annual budgets to meet program objectives.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the USAF Technical Order (TO) documentation system, procedures, policy, objectives, and work processes including, but not limited to flight manuals, performance manuals, air refueling manuals, electronic TO procurement systems, Central TO Management, and Recommendation for Change of Publication (AF Form 847) processes and the skill to interpret each system/publication to meet mission requirements. Knowledge of military aircraft operations, aircrew training, aircrew standardization/evaluation, aerospace test and evaluation, aircraft operations safety and aircrew flight equipment. Knowledge of USAF Program Offices, Flight Manuals Programs, Flight Manual Manager Duties and military specifications and the skill/ability to interpret each publication for mission requirements. Skill to communicate effectively, both orally and in writing, with internal and external customers, with a high degree of professionalism. Ability to justify, defend, present, and/or advise on process improvement, budgetary, security, and programmatic issues and actions where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ideal Candidate: - USAF aircrew experience is required. - Flight Manual Manager experience highly desired. - Program office or Headquarters staff experience desired.
