Salary range (but not limited to):

118,700 - 145,100

Annual bonus target, based on the base salary, with a potential payout of up to double the target (subject to personal and company performance):

Salary for the candidate will be determined taking into consideration a number of factors including: experience, skills, qualifications, anticipated contribution to role, internal equity, etc. The salary range presented above is based on a 35-hour workweek and would represent a majority of different candidate profiles. However, we encourage candidates who may fall outside of this range to apply as well.


About the role

Intact Public Entities is a leader in providing specialized insurance programs, including risk management and claims services to municipal, public administration and community service organizations across Canada.
 

We’re looking for a Fleet Specialist to join our Risk Management team within Intact Public Entities (IPE).

In this role, you will work closely with municipalities, transit operators, and community service organizations across Canada to help strengthen the safety and performance of their vehicle fleets. You will review fleet operations, driver management practices, and safety programs, and provide practical guidance to help organizations improve driver safety, reduce losses, and build strong fleet safety and risk management programs.

We are seeking an individual who has extensive hands-on experience managing or overseeing fleet operations in a municipal, public sector, transportation, or large organizational environment. You will also collaborate closely with underwriting, claims, and other internal risk management specialists to identify trends and emerging risks, while developing tools, programs, and education that support improved fleet safety outcomes for our clients.

What you’ll do here

  • Serve as a subject matter expert for fleet operations and driver safety, supporting clients and internal partners with day-to-day risk management guidance.

  • Conduct in-person fleet risk assessments for municipalities and community service organizations, reviewing current fleet management practices and identifying opportunities to improve safety, reduce exposures, and strengthen fleet risk management programs.

  • Evaluate key components of fleet programs including:

    • Management structure and oversight

    • Driver recruitment, selection, and training practices

    • Fleet safety policies and procedures

    • Preventative maintenance programs

    • Route management and operational practices

    • Incident reporting and investigation processes

    • Driver behaviour monitoring and telematics utilization

    • Overall fleet performance and safety culture

  • Prepare clear, practical reports outlining observations, risk exposures, and recommendations to support improved fleet safety programs.

  • Develop innovative fleet risk management programs, tools, and best practices that help clients reduce risk and improve driver safety outcomes.

  • Create practical client resources such as guidance documents, checklists, templates, and articles that support improved fleet risk management practices.

  • Deliver driver safety and fleet risk management training through in-person seminars, workshops, and webinars on topics such as defensive driving, distracted driving, and safe road sharing.

  • Work closely with the Auto Underwriting team to identify trends in fleet exposures and support improved risk selection and loss prevention strategies.

  • Build strong relationships with clients, brokers, internal partners, and the broader fleet industry by providing knowledgeable and practical support.

  • Contribute to the development of risk management initiatives and thought leadership related to fleet safety in the public sector.

  • Support a collaborative team environment and contribute to the continued growth of the Risk Management team.

  • Perform other related duties as assigned.

What you bring to the table

  • Minimum 5 years of experience working with fleet operations, transportation safety, driver safety programs, or fleet risk management.

  • Experience working within a municipal, public sector, public works, transit, transportation, or large fleet environment is strongly preferred.

  • Experience reviewing CVOR records.

  • Knowledge of applicable transportation regulations (e.g. National Safety Code and provincial requirements).

  • Knowledge of asset management principles and fleet lifecycle planning.

  • Hands-on experience managing or supporting fleet programs including driver training, fleet safety policies, preventative maintenance programs, or fleet operations.

  • Knowledge of emerging technologies including electric and autonomous vehicles and associated infrastructure, as well as modern fleet safety tools and technologies.

  • Experience conducting operational reviews, safety assessments, audits, or program evaluations.

  • Ability to translate operational experience into practical risk management recommendations.

  • Strong presentation and facilitation skills, with the ability to deliver engaging training sessions and workshops.

  • Excellent written communication skills, including the ability to produce clear and well-structured reports and guidance materials.

  • Strong analytical, problem-solving, and decision-making abilities.

  • High level of initiative and ability to work independently while managing multiple priorities.

  • Demonstrated ability to build strong working relationships with clients and internal partners.

  • Strong organizational and time management skills.

  • Proficiency in Microsoft Office and general computer literacy.

  • Valid driver’s licence with clean abstract

  • Open to travel to client locations across Ontario and occasionally across Canada.

  • Experience in municipal fleet management, public works operations, roads operations, transit safety, transportation safety, or municipal health and safety programs is considered an asset.

Education

  • Post-secondary education in transportation, public administration, occupational health and safety, risk management, insurance, or a related field or any combination of equivalent education and experience.

  • Professional designations such as CIP (Chartered Insurance Professional), CRM (Certified Risk Manager), or relevant transportation or fleet safety certifications are considered an asset.
