Job Summary: This position serves as a Firefighter (Paramedic) in the Fire Department, Facilities Management Service, at the Togus VA Medical Center in Togus, ME. This position also provides emergency medical transport and fire prevention services to ten leased facilities and approximately 50 contracted care facilities.

Major Duties:

  • ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** MAJOR DUTIES: The Firefighter (Paramedic responds to all VA Medical Center emergencies, performs such firefighting duties as determining the nature and extent of the fire, the appropriate action required to mitigate the fire, laying and disconnecting hose lines, directing fire streams, operating firefighting equipment, ventilation of burning buildings, performing evacuations and rescues, administering appropriate emergency treatments, etc. Drives and operates the two fire engines and other Togus VA Fire Department vehicles to the scene of the emergency following predetermined routes or selecting alternate routes when necessary. He/she positions the apparatus properly while considering such factors as wind direction, water sources, and hazards. Operates fire pumps, foam generators, nozzles, and other similar firefighting equipment. Determines proper pressures for the distances to be pumped and the number of hand lines to be used. Applies principles of hydraulics as they pertain to water flow and friction loss. Maintains a constant awareness of water levels in self-contained tanks and warns hand-line and rescue personnel when tanks are nearing empty. Performs checks, tests, and maintenance on Togus VA Fire Department vehicles and equipment. Incumbent troubleshoots and corrects problems during fire ground operations. Responds to all structural fire alarms and medical emergencies at the Togus VA Medical Center and rural communities surrounding the Medical Center with mutual aid agreements. Provides non-invasive and invasive medical procedures as authorized by Maine Emergency Medical Services and/or the Togus Veterans Affairs Medical Center Medical Director or his/her designated physician. Performs routine maintenance and/or inspection of fire extinguishers, tools, firefighting equipment, fixed fire protection equipment, and related items. Performs other related duties as assigned. Qualifications: SELECTIVE PLACEMENT FACTORS: This position includes Selective Placement Factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factors for this position are: Firefighter I Certification in accordance with NFPA 1001 Firefighter II Certification in accordance with NFPA 1001 Paramedic Certification in accordance with VA Directive 1695 OR Paramedic Certification from the State of Maine. In addition to the SPFs above, the following certifications must be obtained within noted timeframes as a condition of continued employment: Fire Inspector 1 Certification in accordance with NFPA 1031 (Must obtain within two (2) years of employment) Fire Inspector 2 Certification in accordance with NFPA 1031 (Must obtain within two (2) years of employment) Hazardous Materials Awareness and Operations Certification NFPA 472 (Must obtain within two (2) years of employment) Apparatus Operator (Driver/Operator) Certification in accordance with NFPA 1002 (Must obtain within one (1) year of employment) EXPERIENCE REQUIREMENT: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-8) in the Federal service that demonstrated the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Such duties may include (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents and/or (6) developing, implementing, or providing training in fire protection and prevention. NOTE: Experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week to be credited. Maximum Age Requirement: This position requires a maximum entry age for an initial appointment; applicants cannot have reached their 37th birthday by the date of appointment. Applicants who have passed the designated entry age limit, but who have previously served as a Federal employee in a covered position, may be eligible to re-enter the fire service provided that they: (1) meet all applicable qualifications for the position and (2) will be able to complete a total of 20 years of covered and creditable Federal firefighter service by the time the firefighter reaches the age of 57. Prior service in covered positions and creditable towards retirement may be subtracted from the applicant's age to determine if the Federal firefighter meets the maximum entry age. Remediable defects or curable diseases will not exclude a person from consideration, but proof that such defects have been remedied or the disease cured must be received during the life of the eligible register before persons otherwise qualified may be considered for appointment under civil service rules. Physical Requirements: Work requires the ability to perform strenuous physical activity for a long period of time, in an emergency. Activities involve prolonged period of time standing, walking, bending, crouching, and carrying heavy firefighting tools and related equipment associated with the performance of such duties as maintenance, testing, inspections, drills, suppression, and patient transport. The firefighter must be able to lift in excess of 50 pounds and have the physical ability to perform firefighting duties while wearing personal protective equipment that weight between 50-70 pounds.
