Overview
The Fire and Rescue Operations Research Analyst analyzes data and provides analytical information to management regarding fire department procedures, processes, and structure to assist management in organizational and service improvement.
Essential Functions
Reviews, evaluates, and supports regular and ongoing review of processes, procedures and structure to benefit the services of the fire department.
2 Conducts research and logical analysis of procedural, financial, and structural barriers to determine areas of needed improvement; evaluates efficiency, effectiveness, and delivery of fire and rescue services; evaluates and supports all employee paperwork confirming payroll and time cards.
3 Appraises and evaluates the desirability and feasibility of fiscal and program restructuring; directs, supports, and assists the development of recommendations to senior management for operational changes to enhance services.
4 Analyzes procedural, financial, and structural barriers to provide effective and efficient delivery to the community and analyzes the flow of service delivery and the interrelationship of fire, rescue, and other program components.
5 Identifies and recommends improvement strategies for restructuring or redesigning based on findings.
6 Serves as the expert for various special projects as assigned by management.
7 Assists, supports, and works closely with management to perform research, provide data analysis, and draft presentations to enhance transparency of the department.
8 Performs any and all other work as needed or assigned.
Knowledge and Skills
Knowledge of Fire department services and general operations.
2 Knowledge of project management principles.
3 Knowledge of research methodology, practices, and procedures.
4 Knowledge of statistical analysis, research, and operational analysis.
5 Technical knowledge of the project’s subject matter sufficient to operationalize complex project activities.
6 Ability to manage the dissemination of information and analysis.
7 Ability to disseminate information through the preparation of concise reports.
8 Communicating effectively verbally and in writing.
9 Establishing and maintaining effective working relationships.
MINIMUM QUALIFICATIONS
EDUCATION:
Bachelor's degree in public/business administration or social science field
EXPERIENCE:
Four (4) years professional level experience in operational analysis involving any of the following:
Performing research and analysis
Evaluation of program/process effectiveness
Generating cost projections of position/classification changes
Providing Subject Matter Expert (SME) responses to management and executive staff regarding status of vacancies.
Ensuring proper alignment of position(s) within Human Capital Management System to generate accurate salary projections
And/or Identifying areas for improvement and existing barriers to program/process.
EQUIVALENCIES:
High school diploma or GED plus eight (8) years of required experience will meet the education and experience requirements.
Associate degree in any field plus six (6) years of required experience will meet the education and experience requirements.
Bachelors degree (or higher) in a non-specified field plus six (6) years of required experience will meet the education and experience requirements.
Master's degree (or higher) in public/business administration or social science field plus two (2) years of required experience will meet the education and experience requirements.
Salary Range
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
