Job Description:

The position is responsible for ensuring effective financial oversight of donor-funded projects and partner organizations, safeguarding compliance with donor requirements and internal policies. The role involves reviewing and monitoring grant budgets, tracking expenditures, and preparing accurate financial reports for donors and management. The specialist provides capacity-building support to implementing partners on financial systems and compliance, conducts financial risk assessments, and ensures timely disbursement and reconciliation of funds. Additionally, the position collaborates with program teams to align financial management with project objectives, supports audits, and contributes to strengthening accountability and transparency across all grant and partnership arrangements.

Major Responsibilities:

Funding Requirements, Forecasting & Budget Revisions

  • Prepare detailed funding requirements and forecasts for Global Fund (GF) and other assigned projects, ensuring alignment with programmatic needs and donor expectations.

  • Coordinate quarterly Support Office (SO) forecasts, consolidating inputs from project teams and partners to provide accurate projections and ensure funding is requested in a timely manner.

  • Lead the process for budget revisions on need basis, working closely with program and finance teams to update budgets based on actuals, forecasts, and strategic priorities.

  • Collaborate with the Senior Analyst to ensure all forecasts and budget revisions are submitted on time and meet quality standards.

  • Ensure timely disbursement of funds to partners/key implementing stakeholders

Reporting & Partner Coordination

  • Prepare and maintain reporting templates such as PUDR (Progress Update and Disbursement Request), FACE FORM, Bank Reconciliations and FCR (Financial Compliance Report), ensuring they meet donor and organizational standards.

  • Conduct quarterly partner financial spot check for assigned projects.

  • Compile and submit VAT claims (where applicable), ensuring all supporting documentation is accurate and complete.

  • Liaise with other zones to ensure timely submission of financial reports and VAT claims, and follow up on outstanding items.

  • Ensure reporting issues raised by SO and/or donor are resolved in a timely manner.

PBAS Commitment & Credit SA Coordination

  • Coordinate the process for credit SAs to SOs, ensuring that PBAS (Planning, Budgeting and Accountability System) commitments are accurately reflected and communicated.

  • Liaise with SOs and internal teams to resolve any issues related to credit SAs and PBAS commitments, ensuring compliance with donor and organizational requirements.

  • Track and document all PBAS commitments and credit SA transactions for audit and reporting purposes.

Data Management, Compliance & Stakeholder Engagement

  • Ensure all financial data related to major grants and projects is accurately recorded, maintained, and archived for audit and compliance purposes.

  • Monitor compliance with donor and organizational policies, identifying and addressing any gaps in financial management or reporting.

  • Plan and facilitate GF annual external audit, follow up on implementation of audit observations and respond to donor recommendations on the audit.

  • Keep track of financial commitments such as accruals, purchase orders or works against projects assigned to avoid overspending or under reporting project spending.

  • Conduct review of data, payment documents, monthly bank reconciliation’s, procurement requests and travel requisitions for GF and assigned projects.

  • Engage with internal and external stakeholders, including program teams, partners, and SOs, to facilitate effective communication and collaboration.

  • Support the Senior Analyst in preparing for audits, donor reviews, and management meetings by providing relevant financial data and analysis.

  • Enforce BPS compliance through regular reviews.

Required Knowledge, Qualifications, Professional Experience, training, license, registration, and certification:

  • First degree in Accounting or Finance. A professional qualification such as ACCA or CIMA will be an advantage.

  • Minimum of 3 years relevant experience in a grant management role in NGO environment.

  • In-depth working knowledge of accounting software packages, especially Sun Systems, Vision XL and Vision Executive.

  • Excellent computer literacy skills, especially in MS Excel.

  • In-depth working knowledge of Generally Accepted Accounting Principles (GAAP) and the WVI FPP.

  • In-depth working knowledge of grant accounting.

  • Knowledge of how to prepare, review, and present financial statements and financial reports.

  • Able to perform complex financial analyses

  • Able to articulate and communicate ideas well verbally and in writing

  • Organized and able to work independently and deliver quality results in a high pressure environment

Travel and/or Work Environment:

 Local travel to the community at least once a quarter

Language Requirements:

  • French

  • English

  • Local languages (added advantage)
