Job Summary: ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security.
Major Duties:
Qualifications: Mandatory Requirements: Extensive knowledge and experience with acquisition and contracting principles and procedures sufficient to monitor and oversee a diverse range of acquisitions supporting R&D. Expert knowledge of and experience with budget formulation, programming, and budget execution processes in an IC environment. Expert knowledge of the IC, Department of War OMB, and Congressional budget processes and procedures. Expert ability to apply analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve complex, interrelated program and budgetary problems and issues. Expert oral and written communication skills and demonstrated ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products. Expert ability to plan strategically, analyze and assess programmatic initiatives, and report trends impacting mission objectives. Expert ability to work cooperatively on a senior staff and to manage competing priorities. Expert ability to develop consensus recommendations and to solicit input from colleagues and peers; superior ability to remain openminded and change opinions on the basis of new information and requirements. Superior organizational and interpersonal skills, and demonstrated ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment. Expert knowledge of the principles, concepts, laws, and regulations of financial administration, budgeting, accounting, or auditing sufficient to generate new concepts and methodologies to execute IARPA programs where no precedents exist. Generally, twelve years of experience in a related field. Proven ability to analyze spend data and identify opportunities for cost savings, process improvements, and strategic sourcing initiatives. Proven track record of driving process improvements through data analysis, stakeholder engagement, and creative problem-solving.
