Major Duties:

  • The primary purpose of this position is: This is an Air Reserve Technician (ART) position located in the Comptroller function of the Wing at an Air Force Reserve Command base. The primary purpose of this position is to serve as a Financial Management Specialist with responsibility of monitoring all operations in the accounting and finance office, providing technical assistance and guidance to management officials and technicians engaged in the different financial functions and maintaining, controlling, and reporting financial information for financial services provided to the base and tenant organization(s). DUTIES: DUTY 1: As Deputy Disbursing Officer disburses and collects funds, and accounts for funds as an agent of the U.S. Treasury Department. Signs official receipts for funds received. Receives, handles, processes, stores, safeguards cash and negotiable instruments, and signs official receipts for funds received. Under provisions of 31 U.S.C., 103a, is subject to liabilities and penalties prescribed by law for misconduct. Monitors funds balances and maintains records to ensure funds are managed within allowable constraints and ensures there are no violations of Public Law, certifying, to include accuracy of billing. DUTY 2: Provides customer support to external and internal customers (e.g. , resource advisors, members of the serviced organizations, vendors, budget analysts). Oversees maintenance of records/files and accounts in automated accounting systems in various stages of funding, payment, payment dates, and ensures coordination and operations with DFAS. Hears and resolves complaints from customers. Initiates and advocates corrective action packages to DFAS. DUTY 3: Provides administrative oversight of the Quality Assurance Program. Provides technical assistance and advice to the Comptroller and staff. Examines all areas to determine the effectiveness of procedures and also determines if supervisors are recording quality data upon which accurate management conclusions and decisions can be based. Ensures adequate quality standards and internal controls are in place at base level operations. DUTY 4: Develops training programs that prepare comptroller military personnel for day-to-day support service requirements and wartime mission requirements. Requirements include the development of annual and quarterly training plans that cover the accounting subject matter areas and other related topics. Coordinates formal school tours and annual tours to maximize training opportunities for assigned military. Prepares and schedules comptroller military reservists for major command (MAJCOM) and AF level contingency exercises and training. DUTY 5: Prepares annual operations and maintenance budget for mobility type equipment and supply items. Develops the military personnel appropriation budget for military pay and travel entitlements for the assigned comptroller military. Submits financial plan requirements to financial management. Coordinates with mobility office to develop unit mobility plan based on wartime tasking.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Financial Administration and Program Series 0501 SPECIALIZED EXPERIENCE: I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes the Knowledge of USAF accounting and finance operations (i.e., military and civilian pay, travel, commercial services, material, and paying and collecting), methods and techniques, to include program practices, policies, and functions to accomplish assigned work within the section. Knowledge of automated data processing principals and requirements and limitations of data processing equipment to provide advice on tailoring specifications meet needs of the section. Responsible for monitoring all operations in the account and finance office, providing technical assistance and guidance to management officials and technicians engaged in different financial functions and maintaining, controlling and reporting financial information. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF BOTH EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of accounting and finance policies and procedures. Ability to apply analytical methods and techniques. Ability to identify, analyze, and categorize budget data. Ability to manage training program. Ability to communicate clearly and effectively both orally and in writing. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain AirForce Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent maybe assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. This is a Financial Management Level 1 certified position IAW Title 10 United States Code, Section 1599d as amended by Public Law 112-81, Section 1051, Subtitle F-Financial Management. Incumbent will satisfy the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements.
