The primary purpose of this position is to perform Financial Management Specialist work responsible for providing oversight, interpreting data, identifying patterns and trends, and utilizing analytical skills in support of financial management customer service inquiries and internal control processes to include system processes.

Major Duties:

  • Conducts various independent reviews to assess operational efficiency and promote continuous process improvement. Recommends, defines, establishes, and develops functional systems requirements and specifications through the continuous review and analysis of records, reports, and system user comments for applicable systems and interfaces. Reviews or evaluates new information such as policy statements, regulatory directives, and legislation to identify their effect on the execution of financial processes and systems. Evaluates the need to establish new processes/systems or modify existing ones. Oversees financial systems' controls to ensure compliance. Validate system access reconciliation process for personnel accountability and appropriate access. Checks for fraud, waste, and abuse vulnerabilities. Performs financial analyses and prepares a variety of reports and related documents.

Qualifications: This position is only open to Military Spouses; and Federal civilian employees assigned to Headquarters Air Force Reserve Command. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Use of financial management policies, procedures, and processes to various financial management functions involving the formulation, justification and or execution of budgets and accounting support for organizations, programs, or projects; Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions where changing guidelines for work and gaps and conflicts in program and financial management/budgetary information exist; assist in the development of specific objectives and devise new methods, techniques, and criteria pertaining to such matters as: identifying trends, and patterns, acquiring information and analyzing data, modifying systems to accept new kinds of data, developing solutions and presenting findings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of agency accounting, pay, travel, purchasing, and financial system policies, processes, procedures and regulations. 2. Knowledge of policies, concepts, guidance, procedures, techniques, and methodologies pertaining to analysis of financial data. 3. Skill in written and oral communication sufficient to prepare reports and guidance and to present recommendations or studies to higher authority and ability to deal tactfully and resourcefully with staff officers and directors at major command and installation level. 4. Ability to communicate effectively both orally and in writing; negotiates complex issues and maintains good working relations. 5. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
