Job Summary: This position serves as a Financial Management Specialist, located in the Department of Justice (DOJ), Office of the Chief Information Officer (OCIO), Resource Management Staff (RMS), Financial Execution and Oversight Directorate (FEOD) located in Washington, DC.

Major Duties:

  • The position supports OCIO's Financial management mission by ensuring the effective execution and oversight of financial operations associated with IT services delivery, including activities under the Working Capital Fund (WCF) and reimbursable agreements. This includes supporting key financial process such as billing and invoicing while ensuring accuracy, timelines, and compliance with Departmental financial policies and standards. The role requires knowledge of federal financial principles, the application of advanced financial analysis and data-driven decision-making to evaluate financial plans, monitor program execution, and resolve complex financial management issues. The incumbent analyzes financial data, identifies trend and risks, performs reconciliations, and develops solutions to improve operational efficiency, strengthen internal controls, and ensure compliance with DOJ financial policies, standards, and organizational objectives. The duties and responsibilities for an Financial Management Specialist GS-0501-14 generally include, but are not limited to, the following: Identifies existing or potential problem areas and recommends corrective actions to ensure compliance with federal financial regulations and polices. Oversees financial operations including invoice processing , reimbursable agreements, and other related functions to and supporting quarter -end and year-end closeout activities. Identifies and evaluates current and long-range program requirements. Assists customers and stakeholders in resolving complex financial management issues related to billing, invoicing , reimbursements , and other related problems pertaining to various financial management missions. Provides guidance concerning the legal and regulatory aspects of the acquisition and use of funds for program and administrative purposes.

Qualifications: To qualify for the position of Financial Management Specialist, at GS-0501-14, you must meet the basic qualification requirements listed below. Specialized Experience: To qualify for the GS-14 grade level, your resume must demonstrate one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable non-Federal experience. Specialized experience is defined as experience performing the following duties: Evaluates finance plans, program executions, and fund requirements Provides advice and guidance on finance policies, procedures, and compliance requirements. Utilizes financial systems (such as Unified Financial Management System (UFMS), CGI Momentum, etc) to analyze and solve financial management challenges, applying data-driven approaches to improve financial administration. You MUST meet all qualification requirements, including time-in-grade, by the 05/07/2026 of this announcement.
