Salary Range: $143913 - $197200 Per Year

Job Summary: You will serve as a FINANCIAL MANAGEMENT ANALYST in the Comptroller Directorate, Budget and Execution Division of NAVAL SEA SYSTEMS COMMAND.

Major Duties:

  • You will be responsible for the stewardship, execution, and oversight of Weapons Procurement, Navy (WPN); Other Procurement, Navy (OPN); Procurement, Ammunition, (PANMC), Procurement Marine (PMC) and Shipbuilding and Conversion-Navy (SCN) budgets.
  • You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas.
  • You will develop and maintain recurring and ad hoc reports supporting budget execution and financial planning utilizing various financial systems to include Navy ERP and Navy Program Budget Information System (PBIS).
  • You will interpret Department of the Navy Office of Budget (FMB) budget guidance and oversee timely submission of accurate budget products in accordance with DoW and DON financial management standards
  • You will conduct management evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.
  • You will integrate financial management with acquisition planning to ensure funding strategies align with program milestones, contract actions, and delivery schedules.
  • You will serve as a liaison between financial management and acquisition communities to promote integrated decision-making and execution discipline.
  • You will review funding documents and contract modifications in accordance with finance and budget-related laws, regulations and polices.
  • You will ensure accurate forecasting, phasing, and execution tracking across POM, budget, and execution years, minimizing under-execution and funding risk.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band or GS-13 equivalent grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience with Navy Enterprise Resource Planning (ERP), experience with various financial appropriations, knowledge and experience utilizing financial systems for financial planning or budget analysis, and experience with budget execution.
