Job Summary: Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

Major Duties:

  • Analyzes, plans, and evaluates directorate functions to determine validity, propriety, accuracy, and adequacy of work processes.
  • Applies financial management analysis knowledge of automated systems and related regulatory and statutory requirements to identify financial management problems.
  • Analyzes and evaluates review or examination findings and develops formalized reports to include recommendations and identification of suggested changes.
  • Provides financial analysis and support in the implementation and execution of unit cost.
  • Executes the financial activities for Government Purchase Card (GPC), Defense Travel System (DTS), Defense Agencies Initiatives (DAI), and Inter- Service Support Agreements (ISSA).

Qualifications: This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Performing data analysis and evaluation of financial systems, policies, and procedures to ensure continuity of the financial organization's operations; AND/OR compiling financial data and ensuring accuracy as it pertains to financial legislation and operational policies and procedures; AND/OR providing financial management knowledge to leadership to assist with the organization's core mission. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Pay retention may be granted to employees already in the overseas area if the recruitment efforts had been extended outside the overseas command involved and the individual selected will have to PCS. Locality rates of pay will not be used for pay setting. Tour of Duty will be for 3 years with possible extension of 2 years( for a total of 5 years). The DOD policy on overseas employment for civilian employees limits overseas tours to 5 years. Extensions beyond 5 years are designed to provide management flexibility to meet defined mission requirements that otherwise cannot be met. Case by case extensions beyond the 5-year limit may be granted in extremely rare situations. Execution of DD-1617, Transportation Agreement-Overseas Employee is required. Military Spouse Preference candidates selected will be placed on an overseas Excepted Indefinite appointment and will not be required to sign the DD-1617.
