Job Summary: This position is located at USAG Poland - MWR, Camp Kosciuszko, Financial Management Division. Selectee will receive a Permanent Change of Station (PCS) to Poznan, Poland for an unaccompanied tour (or accompanied with dependent family members over the age of 18). Incentives and Bonuses Incentives will not be paid.

Major Duties:

  • Provides technical assistance to managers concerning appropriated and nonappropriated fund budgeting.
  • Ensures the correct production of budgets and their execution including compliance with appropriate regulations, etc.
  • Evaluates established internal policies, procedures and management controls to ensure adequacy.
  • Performs analyses of perform a financial statements for proposed ventures; evaluates proposals; prepares/reviews return on investment schedules; assists and guides managers deciding on capital reinvestments.

A qualified candidate must possess the following: 1) Interpreting and assessing program financial performance using standard financial management systems; 2) Interpreting balance sheet and profit and loss statement results; and 3) Requiring the application of commercial budgeting techniques. In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": 1) Possess the understanding of non-appropriated funds (NAF) Operations to include NAF Major Construction and Capital Purchase Minor Construction (CPMC) procedures. 2) Possess garrison and/or region experience to include day-to-day operations of the financial management office with working knowledge in standard NAF management information systems (MIS) such as FMBS, SMIRF, SNACS.
