Job Summary: There are two (2) vacancies located in the Clinical Research Pharmacy Coordinating Center at VA New Mexico Healthcare System - Raymond G. Murphy VA Medical Center in Albuquerque, NM. The Financial Accounts Technician is responsible for providing financial technical support for activities in support of international clinical trials.

Major Duties:

The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. Major duties and responsibilities include but not limited to: Managing procurement and purchases as Micro-Purchase Card holder and via alternate funding sources, ensuring compliance with Federal and VA policies Assisting internal customers with purchase requests, monitoring orders from planning to closeout, and reconciling requisitions, invoices, and funding discrepancies Recording transactions in ERP/financial systems, certifying and auditing payments, and resolving issues with vendors and customers Maintaining procurement documentation and communicating with stakeholders regarding undelivered orders, funding, and discrepancies Maintaining and reconciling accounting records, including obligations, expenditures, disbursements, refunds, and collections Investigating discrepancies, making adjustments, and generating reports from multiple financial systems Ensuring records and files comply with policy and regulatory guidelines Compiling financial data and preparing spreadsheets, charts, graphs, and reports for managers, auditors, researchers, and budget analysts Explaining data collection methods, discrepancies, or issues; supporting budget preparation by organizing standard and non-standard data Maintaining budget documentation in accordance with VA regulations Arranging domestic and occasional international travel, preparing itineraries, negotiating rates, and assisting with travel reimbursements Ensuring compliance with VA, Federal, and funding source policies; evaluating exceptions for urgent or remote travel Managing professional development and tuition reimbursement funds, monitoring expenditures, and reporting on budget performance Training new employees on travel, professional development, and procurement-related procedures Performing other related duties as assigned Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m. Recruitment & Relocation Incentives: Not authorized Critical Skills Incentive (CSI): Not Approved Telework: This position may be authorized for telework. Qualifications: Minimum Requirement: The following are minimum requirements for appointment as a Financial Accounts Technician in the Veterans Health Administration (VHA), which all applicants must met. Specialized Experience (GS-06): You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-05). Qualifying examples of specialized experience would typically include but are not limited to: applying accounting and budget processes to reconcile and resolve financial discrepancies; performing arithmetic and financial calculations for transactions, budgeting, and reporting; responding to inquiries from customers, vendors, and staff in both written and oral forms; and utilizing office automation software and accounting systems to maintain records, update documents, and streamline workflow.
