Job Summary

The Finance Program Manager serves as a key financial, analytical, and technical resource supporting enterprise-wide financial planning, forecasting, analytics, and value-based performance management. This role manages and coordinates complex budgeting processes; leads financial system enhancements; performs advanced financial, operational, and claims-based analytics; and delivers data-driven insights that support strategic, operational, and value-based care decision-making.

The Finance Program Manager collaborates with corporate finance, local markets, population health entities, IT/analytics teams, physicians, and senior leadership. The position independently leads long-term projects, manages financial planning applications, and communicates effectively across all levels of the organization—particularly with leaders responsible for operating budgets and value-based contract performance.

Essential Job Functions

  • Lead and optimize system-wide annual budget processes and quarterly reforecasts across markets, ministries, and entities.
  • Provide monthly close support, accounting coordination, income statements, balance sheets, and long-term financial projections.
  • Serve as expert and project lead for budgeting, forecasting, and financial planning.
  • Implement financial system enhancements, optimize workflows, and standardize tools, methodologies, dashboards, and analytics processes.
  • Analyze claims, eligibility, attribution, CMS/payer files, and contract datasets to identify trends, risk drivers, financial opportunities, and performance gaps.
  • Develop and maintain executive dashboards and KPI reporting for leadership and governance.
  • Support value-based contract modeling (MSSP, MA, shared savings, bundled payments) in partnership with Managed Care, Actuarial, Finance, and IT.
  • Provide financial, utilization, and quality analytics to support improvement initiatives, vendor reviews, and strategic decisions.
  • Conduct data validation, reconciliations, controls reviews, and audit preparation; collaborate with Internal Audit and external partners.
  • Ensure adherence to HIPAA, PHI, and organizational data governance standards.
  • Translate actuarial, contractual, and management guidance into actionable financial insights and strategic recommendations.
  • Partner with Shared Services, Market Finance, data teams, and leadership to align financial reporting, performance management processes, and compliance requirements.
  • Maintain strong customer-service relationships with CFOs, finance teams, and clinicians.
  • Prepare and deliver high-quality presentations for senior leadership, boards, committees, and external stakeholders.
  • Provide ad hoc analysis and proactive financial insights to support enterprise strategy and operational goals.

Licensing/Certification

CPA (Certified Public Accountant) (preferred)

CBAP (Certified Business Analysis Professional – IIBA) (preferred)

Education

Bachelor’s degree in Accounting, Finance, Health Informatics, Data Analytics, or related field (required)

Master’s degree in Business Administration, Finance, Health Informatics, or related discipline (preferred)

Work Experience

5 years’ experience in healthcare finance, accounting, actuarial/insurance analytics, value-based care analytics, or related fields (required)

Experience working with healthcare claims, eligibility, and financial datasets (required)

Proficiency in SQL, Tableau (or other BI tools), Excel, and relational databases (required)

Experience with Medicare Advantage, MSSP, ACOs, CINs, risk-based payment models, or provider/payer financial reconciliation workflows (preferred)

Experience with financial planning software
