Terms of Reference

The Information Technology Service seeks a filmmaker to provide compelling, high-quality content that highlights the critical role of the Refugee Emergency Telecommunications Section (RETS) in enabling emergency response operations for UNHCR and the wider humanitarian community in Chad and Burundi. 
Field of expertise, competencies:

Required/mandatory:

Proven ability to plan, shoot, and edit high-quality video content in challenging field environments, including remote or resource-limited locations

Demonstrated experience conducting interviews, capturing authentic stories, and producing compelling narratives that highlight humanitarian impact, especially in crisis or emergency settings.

Mastery of professional video, audio, and photography equipment, including cameras, microphones, lighting, and drones (where permitted).

Demonstrated ability to translate complex humanitarian operations into accessible, impactful visual stories for diverse audiences, including donors, partners, and affected communities.

Ability to independently manage all phases of video production, from concept development and scripting to logistics, fieldwork, and final delivery, often under tight deadlines and with limited supervision.

Advanced skills in video editing

Ability to adapt technical workflows to comply with safety, security, and data protection standards in high-risk or sensitive environments

Extensive experience with missions and filmmaking in the field.

Experience working within United Nations mechanisms and/or with multiple partners

Demonstrated experience working in harsh conditions.

Excellent interpersonal skills to foster collaboration between diverse stakeholders, including senior leadership, to achieve mutually agreed-upon objectives.

Fluency in English is required; knowledge of other UN languages is an asset.

Desirable:

Experience working in humanitarian or United Nations organizations.

Experience working in deep field locations.

Ability to work under pressure in complex, field-based environments.

Proactive, solution-oriented, and capable of working independently.
