Key Responsibilities:

Security and Safety Support

  • Under the direction of the Security Manager, the Field Security Officer (FSO) will perform descriptive and active functions by maintaining effective World Vision (WV) S&S policies and approved standard operating procedures (SOPs). The FSO must operate at an intermediate level of work practices, supporting the WV International Security Manager (SM) to ensure adherence to all security and safety protocols

Reporting Requirements

  • The FSO is to receive, analyze, advise, and disseminate all relevant S&S information to the Security Manager, WV staff, contractors attached to WV projects, and visitors. They are responsible for monitoring the security situation, advising the Security Manager of any major shifts in crime trends, and ensuring that all buildings are safe and secure daily. Additionally, the FSO assists with visits to WV properties for assessments and updates, manages incident reports in liaison with authorities, and maintains a tracking register of all WV staff and visitors.

Communication Requirements

  • The FSO will be required to establish and maintain an effective line of communication to WV staff, security providers, other NGOs, and visitors. They may also be required to conduct an S&S brief for visitors and the WV senior management team (SMT) when required.

Training and Compliance Requirements

  • The Field Security Officer (FSO) is responsible for completing all WV online security training courses and supporting the Security Manager in implementing Capacity Building Plan (CBP) topics and training activities. Key duties include maintaining compliance records such as Core Security Requirements (CSR), Security Risk Assessments (SRA), and Emergency Evacuation Contingency Plans (EECP), as well as updating training registers and spreadsheets. The FSO also provides safety briefs, issues building access cards, monitors CCTV serviceability, and conducts safety appliance checks. Additionally, they review CCTV footage for security incidents and attend SLT briefings in the Security Manager's absence to ensure seamless operations.

Educational Qualification/Skills, Knowledge & Experience

  • Graduated with a minimum grade 12 certificate qualification (original certificate required as proof).
  • Police / Law enforcement training
  • Minimum of five (5) years of work experience in the security industry either in a supervisory / management role
  • Proven experience in security field either in public, private, government or NGO Sector
  • Knowledge of First Aid. Certification in first Aid would be a bonus
  • Excellent verbal communication skills
  • At an intermediate level in English comprehension and writing (WV verbal and written test to be conducted)
  • Must hold a Valid passport and PNG Drivers License (Class 6, proof required)
  • Experience in teaching & training
  • Able to work under pressure
  • High Level of organization and Management skills
  • Willing to support the WV International Security Manager (SM) in maintaining effective World Vision (WV) S&S policies and approved standard operating procedures (SOPs).
  • Able to work competently and confidently with Microsoft Word, Microsoft Outlook, PowerPoint, and Excel spreadsheets (IT test to be conducted).
  • Competent with all applications.
  • No criminal or traffic convictions (current police clearance required).
  • Disciplined & decent citizen.
  • Able to work on the weekends occasionally.

Working Environment / Conditions:

  • Work environment: Office-based 10%, field-based 90%.
  • Regular travel to project communities with overnight stays in the communities as required.
  • Ability to adapt to varying field conditions and maintain flexibility in challenging situations.
