*This role is aligned to the Diamond Infrastructure Solutions (“Diamond Infra”) company and will be seconded from Dow to Diamond Infrastructure Solutions until January 1, 2027.  At that time, the role will become directly aligned to the Diamond Infrastructure Solutions Company. *​ 

About You and this Role

Diamond Infrastructure Solutions has an exciting opportunity for a Project Manager in the Feedstocks & Energy portfolio across the United States Gulf Coast area. 

The Feedstocks & Energy (F&E) Businesses are seeking to hire a highly motivated, mobile, technically sound project manager with experience for executing projects essentially in Louisiana and Texas, USA but possibly also in other areas in USA.  Under the general direction of the Diamond Project Execution Director and respective Global Improvement Leaders, the incumbent is responsible for managing expense and capital projects.  This includes all project execution phases from Project Identification through Project Startup and Closure Stages and ensure that the defined business / site benefits and objectives are fully realized and that the engineering and manufacturing goals and expectations are achieved in a safe, economical, and timely manner.  Projects requiring this level of leadership are regional in nature and are quite significant in size and/or complexity.  The value of these projects will range from $500M to $20MM with the typical project manager carrying 4 to 6 projects per year. These projects may be required to increase capacity, improve reliability and improve the safety of the businesses physical assets. 

The successful candidate will provide leadership for the teams assigned to the projects and works initially with Business stakeholders on refinement of the Business Opportunity.  Depending upon potential partner involvement and funding structure subsequently the project manager will lead the project implementation utilizing the GPM work process to ensure appropriate and timely involvement of functions external to the project team, evaluate costs and project schedule and monitor them to ensure conformance to plan.  The incumbent is also responsible for timely communication of project status and issues to the key stakeholders. This role has the responsibility and accountability for overall project results and achievement of project goals/objectives as they relate to the business opportunity including scope, cost, schedule, safety and quality. Project Management is the key role to lead the cross functional project team through all phases of the project including Front End Loading, Design, Procurement, Construction, and Start-up. Interfaces between multiple organizations both internally and externally.

Responsibilities

  • Plans, directs and leads the efforts of the project teams by using GPM to achieve project targets for cost, cycle time, safety, productivity and operability.
  • Controls the cost and timing of the project to keep expenditures and schedules within the limits authorized by management.  Forecast and report capital project spending and execution schedule.
  • Supports the Business Management Team in the refinement of a Business Opportunity Plan that documents the project goals and objectives supporting the business strategy.  Ensures that all stakeholders understand and support the goals and objectives for pursuing the opportunity.
  • In partnership with the respective Tech Centers Subject Matter Experts (SME), manages and leads the development of the Technology Implementation Plan to define the process technology and the capital and operating cost required to support the business opportunity.  
  • Communicates with key stakeholders during the various Gate Reviews all the critical aspects of the project & project execution and communicates with stakeholders when cost, schedule or scope changes.  Prepares and submits any expense or capital funding requests to obtain management approval and funding for executing the respective phases of the project.
  • Manages the preparation of the Project Execution Plan to define how the project will be organized and executed so that the goals and objectives of the business opportunity are realized, and all associated significant risks are identified and mitigated. Prepares and submits the Final Authorization Package to fund the remainder of the project.
  • Manages the design and construction of the project to ensure that the facilities and equipment are engineered and built according to the key project plans and within the authorized schedule and cost limitations.
  • Ensures EH&S plans are developed and implemented to meet EH&S goals, including the execution of the Construction Safety plan.  Is also expected to do frequent observations & interventions during the construction phase of their projects.
  • Manages the startup of the new facilities and the project closure activities in a safe and timely manner so that the benefits of the project can be fully realized.
  • Ensures plans are in place to allow for smooth transition of the project to Operations and Maintenance.
  • Works with department leaders to secure lead resources, negotiates resolution of conflicts between multiple priorities and once assigned ensures staffing plans are developed and monitored against plan.
  • Uses and enforces project change management program including securing DOA approvals per the process.
  • Fosters a work environment with a high level of integrity and strong safety focus that embraces diversity and inclusion, innovation and sustainability, and continuous improvement and empowerment.
  • Provides leadership and coaching for less experienced project personnel.

Required Qualifications

  • A minimum of a High School Diploma or GED/equivalent

  • 7+ years of project management, engineering, manufacturing or related experience required
  • Experience in capital projects from inception to commercial operations is required
  • A minimum requirement for this U.S. based position is the ability to work legally in the United States.  No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process

Preferred Qualifications

  • Bachelor's degree or relevant military experience at or above a U.S. E5 ranking OR Canadian Petty Officer 2nd Class ranking.
  • Degree discipline in Electrical, Mechanical, or Chemical Engineering preferred
  • Completed Dow PEEC or external Project Management certification
  • Prior knowledge or experience in project management and use of the GPM work process
  • Understanding of the Engineering, Procurement and Construction (EPC) process including development, front end loading, procurement, construction, safety, start-up and operations is preferred
  • Six Sigma certification
