Job Description

The Oklahoma Office of Juvenile Affairs (OJA) is seeking a Federal Grants Manager. This position will be responsible for managing federal grants for OJA, including Title II Formula awards, ensuring compliance with funding requirements, and monitoring outcomes of sub-recipients. This position oversees subrecipient performance, ensures accountability in the use of grant funds, and manages the preparation and dissemination of outcome reports to policy councils, executive leadership, funders, and the State Advisory Group.
Basic Purpose
This role requires a strategic leader who can ensure program compliance, evaluate outcomes, and strengthen transparency across all grant-funded initiatives. The Federal Grant Manager position has expanded responsibilities, including advising executive leadership on grant performance and representing the agency in communications with federal oversight entities.
This position works closely with the Title II Formula Funding Grant Administrator and is supervised by the Deputy Chief of Operations.
Key Responsibilities
- Provide agency-wide coordination, direction, or management in the planning, development, and implementation of grant-funded projects for the agency. This may include performing a specific function or task for several projects to ensure successful completion of the projects. Ensure all programs are aligned with OJJDP requirements, federal regulations, and agency goals.
- Collect and analyze project requirements, define scope, create work breakdown structures, and verify and control the scope of the project.
- Ensure key projects are properly planned to identify resources required, alternatives offered, build consensus, establish and monitor timeframes needed to complete projects according to state or agency deadlines. This includes identifying each stage of the project and assessing its business impact.
- Work closely with key staff to develop and update Standard Operating Procedures for each stage of the associated grant cycle.
- Direct the collection, analysis, and evaluation of outcomes data. Provide reporting on program performance and continuous improvement.
- Oversee Title II and other federal grant reporting requirements, including timely submissions, data quality, and sub awardee compliance with federal regulations.
- Serve as the system administrator for agency’s grant management system program, FLUXX. Maintain data accuracy, internal and external user support, and data integration with agency reporting systems. Streamline digital application and reporting processes to reduce administrative burden and increase transparency.
- Act as primary point of contact with subrecipients, funders, and oversight agencies. Provide training and technical assistance to ensure compliance with federal and state reporting requirements.
- Utilize project management tools for task tracking, reporting status, financial tracking, and resource utilization reporting. Ensure resources are used efficiently, in accordance with federal and state guidelines.
- Develop and implement quality assurance and performance measurement strategies. Identify risks, implement corrective actions, and strengthen grant management workflows.
Other Duties
- Demonstrate knowledge of and support for the mission, vision, and values of the agency.
- Maintain discretion and confidentiality with sensitive financial and programmatic data.
- Ability to multi-task and adapt to demanding and changing timelines.
- Represent the agency in federal and state-level discussions regarding grant compliance and outcomes.
- Provide initial onboard and ongoing training and technical assistance to sub awardees on compliance, reporting requirements, and system navigation (FLUXX, Sam.gov, JustGrants).
- Serve as point of contact internally for grant staff/other departments for system navigation of FLUXX.
- Ability to work effectively in a team environment while building strong relationships with all levels of staff and effectively collaborating, communicating, respecting, and assisting peers.
Compensation and Schedule
$60,000
Mon – Fri: 8:00am – 5:00pm
Minimum Qualifications
Education and Experience requirements at this level consist of a minimum of a bachelor’s degree in business administration, computer science, information systems management, or a related scientific or technical discipline and one year of experience in project management; or a combination of education and experience. High level of competency with FLUXX preferred. Experience in monitoring grant recipients and complex grant requirements a plus.
Knowledge, Skills, Abilities, and Competencies:
- Knowledge of federal grant regulations, OJJDP requirements, and reporting systems (including JustGrants and FLUXX).
- Advanced skills in data analysis, fiscal accountability, project management methodologies, outcome reporting, and performance tracking.
- Ability to communicate effectively with executive leadership, federal agencies, subrecipients, and community stakeholders.
- Capacity to evaluate risk, implement corrective action, and ensure continuous improvement in grant management processes.
Special Requirements
- This position is primarily computer-based in an office environment. Duties may require standing, walking, lifting, and reaching.
- Applicants must possess a valid Oklahoma driver’s license at time of appointment and be willing to travel for grant-related activities and federal/state reporting requirements.
- Must be able to pass OSBI and FBI background check.
- A trial period of 12 months will be required.
