Job Summary: This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Federal Financial Management (OFFM). The Branch Chief leads a professional staff engaged in improving and transforming Federal grants and real property operations to maximize value for the American people, and is responsible for developing, planning and implementing governmentwide programs and policies pertaining to OFFM's Grants and Real Property portfolios.

Major Duties:

  • The Federal Financial Assistance and Real Property Policy Branch Chief supports cross-agency transformation efforts and improves government accountability and transparency by driving the strategic vision and priorities for Federal Financial Management as it pertains to grants and real property management to deliver a government that is smarter, more effective, and more efficient. The Branch Chief reports to the Deputy Controller for the Office of Federal Financial Management. As a Federal Financial Assistance and Real Property Policy Branch Chief, your typical work assignments may include the following: Managing a branch of professional staff who develop, plan, and implement governmentwide programs and policies pertaining to Federal grants management and real property management. Providing expert advice and assistance to stakeholders and customers on governmentwide policies, regulations, and requirements related to Grants and real property. Ensuring that OMB policy and oversight activities related to Federal grants and real property are consistent with the Administration's priorities. Representing OMB in interagency efforts and showing initiative in delivering completed, high-quality, on-time staff products to senior policy officials in OMB, the EOP, and other agencies.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Experience in, or demonstrated potential for, managing and leading a professional staff to achieve timely, effective, high-quality results. TQ 2: Superior skills to synthesize effectively highly complex and voluminous materials and to present complex ideas, conclusions and recommendations persuasively and effectively, both orally and in writing. TQ 3: Demonstrated experience developing and implementing policy to improve federal financial management practices and agency program execution to maximize value for the American public. TQ 4: Extensive experience in managing federal financial assistance programs and demonstrated expertise in federal grants management, regulations, policy development and evaluation. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB) of your eligibility for noncompetitive appointment to the SES.
