Major Duties:

  • Serves as property manager to resolve all reported building electrical system operations, maintenance issues and performs inspections to identify deficiencies in electrical, security, fire detection, elevator, and emergency power back-up systems.
  • Serves as the Contracting Officers Representative for the administration of support for various electrical, security systems, fire detection, and emergency power and elevators contracts.
  • Prepares a variety of reports involving management and executive planning, coordinating, and evaluating logistical action required to support specific mission and other programs for cost analysis, procurement and budget execution and contracting.
  • Develops the operational procedures, maintenance programs, and strategy to maintain electrical/emergency systems in an operational and reliable condition to support the building in a highly efficient and economic manner.
  • Prepares and analyzes equipment and systems performance reports with a variety of Computer Aided Facilities Management systems and software.

Qualifications: To qualify for a Facility Operations Specialist (Electrical), your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Interpreting and applying building plans, blueprints, wiring diagrams and drawings. Ability to plan layout and complete the installation, modification, and repair of various projects. Knowledge of commercial wiring practice, 110-, 220- and 480-volt systems, high-voltage power, substations, switchgear, emergency generators and associated paralleling gear, uninterrupted power supplies, low voltage signal systems, elevators, closed-circuit television, and interior and exterior lighting. Preparing reports for cost analysis, procurement and budget execution and contracting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Environment: Assignments regularly require visits to storage, construction or other industrial areas, and involve moderate risks and discomforts. Protective clothing and gear and observance of safety precautions are required.
