Major Duties:

  • Serves as a Program Manager with responsibility for coordinating the facilities-related operational requirements and functions associated with Child and Youth Services (CYS), ensuring the safe, efficient, and effective operation and maintenance of all CYS facilities. Performs the full range of supervisory duties for assigned Headquarters facilities staff, including performance evaluations, training, and disciplinary actions. Exercises control in the areas of resource (both dollar and manpower) planning and management related to facilities design, maintenance and improvement, business planning that incorporates facility needs, training administration for facilities staff, internal controls for facility operations, public relations related to facility improvements and user experience, inspections and evaluations of facilities, and liaison activities with contractors and internal stakeholders. Serves as a key advisor and consultant to the Operations Branch Chief on policy matters relative to the various complex and intricate facility programs and specific mission requirements, including preventative maintenance, capital improvements, and energy efficiency. Provides technical, administrative, and managerial direction, guidance, and assistance to facilities staff to assist in fulfilling their responsibilities. Keeps abreast of new building codes, safety regulations, and industry best practices; develops and recommends the framework for program-wide facilities policies, programs, controls, and/or systems designed to increase the efficiency, economy, and safety of facility functions and operations. Coordinates, directs, and assists in the analysis and review of various organizational entities, proposals, or system changes related to CYS facilities. Exercises surveillance/oversight over command-initiated facility programs through review of reports, studies, operations plans, accountability and control instruments; monitors and reports on program accomplishments and relationships related to facilities projects and maintenance. Oversees long-range and short-range work plans of the directorate as they pertain to facilities, lifecycle replacements of kitchen and playgrounds. and the implementation of directives and requirements related to building maintenance, repairs, and upgrades. Manages the development of resource changes in response to changes in levels of appropriations from within or from higher headquarters, specifically related to facility budgets. Reviews various reports and recommendations and initiates and/or recommends action to improve facility operations, maintenance schedules, and capital improvement projects. Coordinates, monitors, and consolidates operational reports related to facility performance for the Division Chief. Reviews, edits, and approves briefing material related to facility projects, maintenance, and performance. Reviews outgoing correspondence to ensure accuracy and completeness related to facilities matters. Maintains liaison with higher headquarters, other commands, other government agencies, installations, contractors, and vendors to form a basis of understanding and to reach a mutual agreement on work related to facility projects and maintenance. Appears before individuals, groups, and committees and speaks for the Division Chief in clarifying administrative matters, explaining command views or explaining implications of pending problems and programs related to CYS facilities.

Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Extensive specialized work experience performing duties similar to those described above. The overall experience must be progressively responsible in attainment and demonstrates a sound foundation in running a substantial program at an installation/ IMCOM Directorate / Headquarters level. The experience must reflect a comprehensive knowledge of the financial and business principles, policies, practices and detailed procedures applicable to appropriated and non-appropriated funding and resourcing in order to perform tasks, integrate, balance, coordinate and monitor the overall effort and performance of the directorate that will support command objectives. Must be highly skilled in written and oral communications; and possess proven management and leadership ability. Comprehensive knowledge and aptitude for automated systems and standard computer software programs, such as Microsoft Office applications, to include spreadsheet, database, word processing, resource management, commercial off the shelf accounting package and electronic communication packages. Preferred are those candidates who have applicable professional experience in a military service environment performing duties similar to those described above. Three or more years of experience in management or management analysis field related to military child and youth services. Candidates with CYS experience, ideally previous CYS Program/Facility Directors, CYS Program Administrators or those with ID/Region experience.
