Job Summary:

Corporate Services is responsible for providing all administrative and facilities management
services to the Group, including office administration, data centre & office facilities and project
management, and corporate security.

Job Duties:

The Technical Services Manager (AVP) will lead facilities management at Exchange Square,
focusing on technical services while overseeing soft services to ensure operational excellence
and high-quality workplace experience. The role includes operational support, strategic input
for projects, coordination with building management, vendor management. This role requires
strong technical expertise, leadership, and coordination with stakeholders to ensure
operational efficiency, compliance, and safety.

Job Responsibilities:
Facilities Management:

  • Oversee all hard service operation, including HVAC, electrical, plumbing, drainage, fire safety, building automation, and BMS.

  • Ensure preventive and corrective maintenance programs are executed effectively and comply with statutory and safety standards.

  • Monitor system performance, analyse trends, and implement improvement initiatives.

  • Provide leadership and governance on soft services, ensure service quality, efficiency, and adherence to SLAs across all soft services vendors.


Coordination & Stakeholder Management:

  • Liaise with building management, contractors, and office users to schedule maintenance, access, and work arrangements.

  • Collaborate with cross-functional teams for move & change projects, lifecycle replacements, and system enhancements.


Event & Incident Management:

  • Provide technical support for events, ensuring systems are operational, reliable and safe.

  • Act as the primary escalation point for technical and facilities-related incidents.

  • Lead incident response, root cause analysis, and implement preventive & corrective actions.

  • Maintain incident logs and prepare post-incident reports for management review.

Budget Management

  • Develop and manage Opex and Capex for facilities and services.

  • Monitor expenditures, forecast costs, and ensure financial compliance.

  • Identify cost-saving opportunities without compromising service quality.


Operational Metrics & Reporting

  • Drive operational excellence through measured results in metrics and reports.

  • Prepare regular reports on operational performance, budget status, and improvement initiatives.


Project Support & Design Review

  • Act as technical advisor for new build and restacking projects, reviewing design requirements and specifications for compliance and operational feasibility.

  • Collaborate with project teams on MEP design, sustainability features, and integration with existing systems.


Documentation & Compliance:

  • Develop and maintain Standard Operating Procedures (SOPs), Emergency Operating Procedures (EOPs), method statements, risk assessments and technical documentation.

  • Ensure compliance with statutory regulations, corporate policies, and environmental standards.


Stakeholder & vendor management:

  • Maintain strong relationships with building management, landlords, and external vendors.

  • Lead procurement processes for technical related purchasing and service contracts, including RFP/ RFQ preparation and vendor performance reviews.


Continuous Improvement & sustainability:

  • Drive initiatives for energy efficiency, waste reduction, and sustainability in operations. Support ESG reporting activities.

  • Identify cost saving opportunities and operational enhancements.

  • Leverage technology tools to drive efficiency and productivity via automation, machine learning and data management

Job Requirements

  • Degree in Building Services Engineering, Mechanical/ Electrical Engineering, or related disciplines. Professional qualification of relevant disciplines gained from recognized professional bodies is preferred (e.g. HKIE, CIBSE, RICS, HKIS, IFMA, IMechE & IEE)

  • Minimum 10 years of facilities or property experience, of which at least five years in managerial level and be conversant with building services, mechanical and electrical engineering technology; experience in corporate/ commercial environments preferred.

  • Proven track record in managing large-scale project and technical design reviews.

  • Strong leadership, stakeholder management, and vendor negotiation skills.

  • Excellent problem solving, analytical, and communication abilities.

  • Eager to learn and drive improvement; positive attitude and resilient to challenges

  • Proficiency in CMMS and building automation systems.

  • Fluent in English, Chinese and Mandarin (written and spoken)
