The F135 Program Management Office (PMO) Production and Engine Core Upgrade (ECU) team is seeking a qualified candidate to serve as the Rolls-Royce (RR) Subcontractor Control Account Manager (CAM). As a CAM, you will be responsible for monitoring and reporting on the cost/schedule/technical work-scope being completed by the Subcontractor, while partnering with and supporting Pratt & Whitney program managers to seamlessly integrate subcontracted work.

This role provides a unique opportunity to gain exposure to all elements of production and ECU to gain and apply experience in EVMS and project management through the RR partner program team which provides design/development engineering services, production and spares hardware delivery F135 STOVL variant’s Lift-System.

What You Will Do:

  • Manage and monitor RR LiftSystem hardware and labor cost and schedule data for all active F135 RR Production and ECU subcontracts utilizing EVMS methods and principles. 
  • Facilitate monthly EAC and IMS meetings with other RR program managers and control account managers, the JPO, and the DCMA to identify and address potential hardware and labor cost and schedule risks and opportunities, as well as conduct other Integrated Monthly Program Reviews (IPMR), Integrated Baseline Reviews (IBR), Planning & Scheduling reviews, etc.
  • Interface with RR CAMs and program managers to investigate root cause of cost and schedule variances and drive recovery plans for hardware and labor, and communicate to JPO and DCMA as part of the monthly business rhythm and Format(s) 1-7 submittals.
  • Analyze RR LiftSystem cost and schedule EV data to assess progress and work remaining for all RR Production control accounts through coordination with P&W and RR EV analysts and Program Management.
  • Support various program and subcontracting activities through weekly and monthly integrated program meetings as well as executive program reviews. Review and approve RR baseline change requests (BCR) and work release authorizations (WRA) in coordination with Subcontract statement of work (SOW) references. Manage RR purchase order (PO) process through coordination with EV, Finance, Procurement, and Program Management.
  • Drive continuous improvement in the application of EV/IMS tools and processes by reporting turn-backs and investigating identifying corrective actions; support RR program and technical performance review meetings as well as Production proposal preparation by reviewing and analyzing RR proposals vs actual performance as portrayed by EV and IMS data and contribute to the development of PW negotiation strategy associated with RR scope.

Qualifications You Must Have:

  • Bachelor's degree in engineering, logistics, or business management. Non-specific bachelor’s degrees will be considered based on relevant experience.
  • Minimum of 5 years of experience in program management, subcontractor management, project management, earned value management, or related roles, or an advanced degree with 3 years of above listed experience
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.

Qualifications We Prefer:

  • Experience in project-based work involving planning, executing, and monitoring progress
  • Previous experience as an Earned Value Analyst, or experience/knowledge of EVMS techniques and principles
  • Previous experience as a Control Account Manager (CAM), or experience managing project budgets/schedules/performance
  • Experience in government contracting, program management, military engines, propulsion system sustainment
  • Experience leading and working with cross-functional teams

The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
