The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $25.57 to $29.00 per hour.

This position is non-exempt under the FLSA.

About the Position

The Expedited Permanency Specialist collaborates with the Court, Department of Child Safety, and community providers to ensure expedited permanency services are provided to children who have been court-involved for an extensive period of time.

Position Qualifications

Education:

  • Bachelor's degree in Social Work or another closely related field.

Experience:

  • Three (3) years’ experience in child welfare or behavioral health systems. 

Other Requirements:

  • Applicants must have or obtain a valid Arizona Driver License by time of hire, and reliable transportation.

  • Knowledge and expertise in the needs of children.
  • Experience navigating the child welfare and mental health systems.
  • Knowledge and experience with the Phoenix community.

Knowledge Of:

  • Policies, procedures, and practices of Juvenile Court and child welfare.
  • Principles of team decision making and group facilitation.
  • Creative problem-solving techniques to “think outside the box”.
  • Principles of human behavior, child development, and trauma informed approach
  • Public, private, and community organization resources for children and families.
  • The English language structure and content; including meaning, spelling, grammar and rules of composition.

Skill In:

  • Communicating in writing and verbally with others to convey information effectively.
  • Efficient time management.  

Ability To:

  • Critically analyze situations and make sound decisions.
  • Make and maintain effective working relationships with the Juvenile Bench, DCS, and community resource providers and agencies.
  • Process and handle confidential information with discretion.
  • Work in a fast-paced, demanding environment.

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Assigned to “long stayer” dependency cases and attend dependency court hearings.
  • Serves as liaison between the Court, other government agencies and community providers.
  • Employ strategies needed to eliminate barriers and facilitate expedited services and support for children and their prospective permanency placements.
  • Develops a comprehensive knowledge of system challenges preventing children from reaching legal permanency status. 
  • Actively participates in associated partner meetings on assigned cases, such as CFT, Permanency Roundtables, IEP, TDM, and Match meetings.
  • Documents activities and provide updates to assigned Judicial Officers and parties on progress toward reaching permanency.
  • Works in close collaboration with Department of Child Safety (DCS) and community or contracted treatment providers.
  • Employs a trauma informed approach to all work activities and interactions; professionally discuss tensions and disagreements between child, family members, placement and parties.
  • Completes electronic data collection.
  • Facilitates and/or attends targeted problem-solving staffings for the Court.
  • Use knowledge and experience to determine solutions for the most difficult cases.
  • Serves as an information source to the Judicial Bench, dependency attorneys and DCS on permanency barriers for the Court-involved children.

Working Conditions:

While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger handle or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.

Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan.
