The primary purpose of this position is to Directorate Resource Manager with responsibility for planning, directing, organizing, and exercising control over financial planning and execution, budget administration, computers/unique automated systems/networks, manpower and personnel coordination.

Major Duties:

  • Represents the Directorate of Manpower and Personnel on various planning and programming working groups. Analyzes, develops, and evaluates issues and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency within the Manpower, Personnel and Services community. Performs high level managerial, integrating, analytical and time-sensitive staff activities. Serves as Directorate point of contact for all A1 funding accounts. Provides complex management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning (e.g., Defense Planning Guidance (DPG), Planning, Programming, Budgeting and Execution (PPBE) cycles), and development of annual work plan (s), and / or commercial activity for organizations (s)whose operations are interrelated and unstable.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. For the GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes possessing knowledge of the principles, concepts, and theories of administrative support activities, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. For the GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes 1)Knowledge and skill in analyzing the effectiveness, efficiency and productivity of manpower and personnel operations carried out by administrative and technical personnel, 2) Knowledge of mission, organization and work processes /program 3) Knowledge of cost/benefits analysis; time studies; development of metrics to assess service, utilization and production 4)Knowledge and ability to plan, schedule and conduct projects an studies to evaluate and recommend ways to improve effectiveness and efficiency of work operations in a program. EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, device solutions to problems, identify changes and trends, and use analytical and evaluative methods to accurately assess information and make sound decisions. 3. Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of plans, programs, and related support resources the area studied. 4. Knowledge of pertinent laws, regulation, policies, and precedents governing military compensation/entitlements policies and procedures. 5. Knowledge of pertinent laws, regulations, policies and precedents that affect the use of programs and related support resources (people, money, equipment int he area of study. 6.Ability to communicate effectively, both orally and in writing to gain cooperation from others through tact, courtesy, and diplomacy in order to plan and execute complex, multi-faced projects, to include organizing and leading study teams. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
