Job Summary: The position is in the Veterans Benefits Administration (VBA) Veteran Readiness and Employment (VR&E) Service. Executive Director, VR&E Service, serves as a top executive, advisor and administrator of psychological counseling, vocational rehabilitation, and employment services. Formulates & recommends plans, policies, legislation, regulation, procedures & standards for nationwide application in support of VBA programs and associated activities related to Veteran readiness and employment.

Major Duties:

  • The position is in the Veterans Benefits Administration (VBA), Veteran Readiness & Employment (VR&E) Service. The responsibilities include, but are not limited to: 1. Develops and analyzes long-range plans for VR&E program activities, services, and processes. 2. Provides policy guidance and technical instruction to VA personnel in regional offices. 3. Provides day to day oversight of VR&E Service functions to include, but not limited to, budget formulation and execution, staffing and recruitment, continuous process improvement, and program management and leadership. 4. Responsible for the effective, efficient, and economic direction, control and operation of this department-level program that provides benefits and services to Veterans and beneficiaries. 5. Reviews proposed legislation, policies, and procedures pertaining to VR&E programs and services; recommends and implements appropriate action. 6. Participates in Congressional hearings on proposed legislation and program oversight.

TQ1: Demonstrated experience in successfully leading and managing a program that delivers complex, rules-based benefits and/or services to assist individuals with disabilities to prepare for, secure, and maintain employment. TQ2: Experience in providing operational oversight of the development and implementation of policies, procedures, and initiatives for a specialized program within a large department or organization. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
