Major Duties:

  • The Executive Director to the Deputy for Acquisition and Systems Management serves as the Principal Civilian Advisor to the Deputy for Acquisition and Systems Management (DASM). Incumbent Serves under very broad guidance and direction of the DASM. Incumbent has broad latitude , discretion, delegated authority and is responsible for planning, execution, monitoring, coordinating , and providing technical advice and overall guidance on policy concepts to ensure proper formulation, supervision, and execution of post-awarded systems-related acquisitions. Emphasis is placed on resources, execution, review, program analysis to develop strategies and recommendations for the Program Acquisition Executives (PAEs), Army Acquisition Executive, Joint Staff, Department of Defense, and international program stakeholders. Incumbent also plays an integral role in directing budgeting activities and assisting with the formulation and defense of the Army's Research, Development and Acquisition (RDA) budget. On behalf of the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)), the Executive Director manages Nunn McCurdy breach notifications, which are statutory limitations of constant growth, in addition to special access programs. Incumbent is responsible for providing management oversight of over 600 acquisition programs valued in excess of $40B and oversees a workforce of 160 personnel; directly supervises personnel at the Colonel/GS-15 level. This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Army official, (i.e., the Army Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under Chapter 87 of Title 10, United States Code (U.S.C), Section 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737): CAP Tenure: Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. As this position is designated as a Key Leadership Position (KLP), which is a subset of a Critical Acquisition Position (CAP), the selectee must meet all required KLP certification standards at the time of assignment or have an approved waiver signed by the Army Acquisition Executive.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
