Job Summary: The Executive Director, Manpower Management Service, Workforce Optimization, is the principal advisor to the Assistant Secretary and Principal Deputy Assistant Secretary for Human Resources and Administration, and other senior officials on matters pertaining to VA's organizational structure, position and workforce management, and staffing requirements. This position reports directly to the Principal Deputy Assistant Secretary, HRA.

Major Duties:

  • The responsibilities include, but are not limited to: - Serves as the principal advisor to the Assistant Secretary and Principal Deputy Assistant Secretary for HRA, and other senior officials on matters pertaining to VA's organizational structure, position and workforce management, and staffing requirements and is committed to designing, developing, and implementing those models and guides that will attract, develop and retain quality employees and ensure a high-performing workplace. - Ensures the work of the organization is strategically linked to VA's mission and goals, and that VA maintains the latest manpower management practices. - Provides executive leadership and oversight of VA's manpower management program to include position management in VA's HR system of record; organizational structure design and maintenance; workload-based manpower staffing requirements; manning documents, etc. - Oversees the development of quantitative and qualitative analytic tools to determine manpower/human capital staffing requirements, and business intelligence tools to inform resource management decisions. Continually reviews evaluations of subordinate and nationwide HR programs that have enterprise wide affects. Ensures human resources management initiatives are consistent with strategic plans. Exercises leadership in acquiring a diverse work force and enforces equal opportunity and treatment. - Develops and maintains Department-wide policies and procedures for position management, workforce management, organizational structure and design, staffing requirements and manning documents ensuring alignment with senior leadership objectives, better achieve VA strategic plans in HR, mission goals and objectives, and compliance with external mandates and legislation. - Oversees and directs the formulation and execution of long-range, strategic and operational plans for the management of personnel: staff management, plans and resources, and human resource policy and programs. Provides agency-wide direction and guidance, as well as issuing policy directives, instructions, and manuals to accomplish strategic plans. - Through subordinate supervisors, directs the activities of Manpower Management Service/ Workforce Optimization personnel at various levels, and is responsible for the organization's budget development, programming, and execution. - Confers, advises, and guides manpower/human capital organizational and planning strategies, policies, and objectives in collaboration with key stakeholders and senior executive leadership across the Department. - Leads special projects, studies, and analyses involving manpower programs and policies, allocations, organizational structure initiatives, etc., to address issues typically derived from Congressional, legislative, or other internal and external stakeholder intervention. - In carrying out the major duties and responsibilities of the position, the Executive Director continuously coordinates and integrates across VA key stakeholders. - Oversees the planning, direction, control, coordination and operation of the VA Workforce Planning and Management Program to include the development of new draft legislation, policies and programs to ensure that VA maintains its position as a leader in government. - Focuses on workforce management issues impacting technical and leadership competencies required for government administration.

TQ2: Demonstrated leadership experience in managing and directing a comprehensive Department-wide manpower management/workforce optimization program. EXECUTIVE CORE QUALIFICATIONS: In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
