The Role
This position offers a unique opportunity for a pivotal role in ING’s expansion into KSA – a key growth market, while providing senior-level leadership to align with ING WB and Group strategy and its governance standards.
General Manager (GM) will be responsible for (i) provision of non-commercial Regional Head Quarter (RHQ) services, both mandatory and optional, and (ii) covering oversight and governance of all ING MEA activities. This role will ensure strategic alignment with ING Group HQ, foster regulatory and governmental relationships in KSA, and drive the long-term growth and development of the RHQ. GM will work closely with CEO of the CMA entity and Country Manager of ING, Dubai branch, who will lead commercial and operational activities in support of ING’s WB and Group objectives.
Key Responsibilities
Perform mandatory and optional RHQ functions to the new CMA entity and the existing DIFC entity:
- strategic direction functions: (a) drafting and monitoring the regional strategy (b) coordination of strategic harmonization (c) embed products and/or services in the region (d) support acquisitions, mergers and divestments and (e) review financial performance
- management functions: (a) business planning (b) budgeting (c) business coordination (d) identifying new market opportunities (e) monitoring the regional market, competitors and operations (f) formulating and overseeing marketing plan for the region and (g) operational and financial reporting
- optional functions: (a) Human resources and personnel management; (b) Training services; (c) Research and analysis
Strategic Leadership & Vision
- Act as senior ING WB representative in KSA, ensuring its presence is responsive to local developments and aligned with regional growth ambitions
- Provide long-term strategic direction and drive initiatives to support the ING entities’ integration into the local market by ensuring consistency with ING’s global strategy and priorities
- Act as senior representative of the RHQ office and lead the RHQ team comprising of Finance, KYC, Office Management and Support / Research
Stakeholder Management
- Serve as primary liaison for non-client stakeholders, including regulators, policymakers, and financial authorities in KSA
- Establish and maintain strong relationships with KSA’s regulatory authorities to ensure a compliant and transparent operating environment
- Represent the RHQ in strategic partnerships, regulatory discussions, and stakeholder interactions to advance ING’s ambitions in KSA
- Responsible for interim local regulatory reporting requirements
Corporate Development & Growth
- Oversee and drive corporate development initiatives in KSA, providing guidance on market-entry strategy, regional growth opportunities, and local partnerships.
- Collaborate with the CEO of CMA entity to ensure operational decisions to support ING’s long-term development goals.
- Manage business planning, business coordination, budgeting functions in line with operational and financial reporting requirements
Governance & Compliance
- Ensure the entities adhere to group-level compliance, governance, and risk management standards.
- Ensure the entities adhere to local regulatory requirements (i.e. Ministry of Investments Saudi Arabia – MISA)
- Lead efforts to establish and maintain governance structures and support ING Group’s commitment to sustainable and responsible banking practices in KSA.
Collaboration with Headquarters
- Act as a bridge between ING Group HQ and KSA entity, facilitating effective communication and alignment on strategic priorities.
- Regularly report on performance and strategic initiatives to ING Group respective functions.
Qualifications
- Educational certification Msc or Bsc or equivalent from an internationally recognized institute
- Significant experience in banking, corporate development, strategy, and related fields, ideally with experience in structural change initiatives in ING Group
- Demonstrated success in managing internal and external senior-level stakeholder relationships
- Knowledge and strong understanding of Legal, Regulatory and Compliance environment and requirements
- Proven strategic thinking and stakeholder management abilities with a track record in leading projects in coordination with ING Group senior leadership
- Ability to operate effectively in a complex, cross-functional environment and foster collaboration across regional and global teams
- Strong foundation in fostering a problem-solving culture and empowering teams to address issues proactively and collaboratively
- Local Saudi work experience preferred, not required
