Title: ED, EU and APAC Procurement Lead
Reports to: VP, Corporate Functions & Services and International Procurement

Position Summary:
Bristol Myers Squibb (BMS) is seeking an exceptional leader for the position of Executive Director, EU and APAC Procurement Lead. This role is a unique opportunity to provide business partner leadership and develop category strategies for our EU and APAC markets. The lead will be responsible for partnering with in market business stakeholders to develop fit for purpose 3rd Party solutions and associated sourcing & procurement plans that enable business outcomes. This role is expected to co-develop, maintain, and implement strategic plans through influence of global category strategies to ensure all projects deliver maximum value informed by local business needs and market specificities. This role will be responsible for managing teams across various countries, driving differentiated service to ensure resources are allocated to the highest opportunity areas while ensuring leverage of the latest tools and innovation to execute with excellence. The EU and APAC Procurement Lead will need to partner internally with global category leads to ensure that category strategies are tailored to meet market needs and can be implemented across all markets while also ensuring a strong partnership with our Agile Sourcing team to deliver as OneBMS to the business. Similarly, this role will represent/oversee Procurement at regional/market LTs while also owning the direct relationship with various General Managers. Across markets, the EU and APAC Procurement lead will be responsible for managing strategic supplier relationships and escalations from the business. This role will serve as a senior partner to ensure that procurement support is enabling revenue goals by providing efficient, agile and effective procurement support that aligns with business outcomes.
Global Procurement at BMS is a corporate strategic sourcing group dedicated to supporting the company's global business units by developing and implementing innovative sourcing strategies. Our mission is to maximize contract value while maintaining the highest quality standards through clear specifications and well-planned negotiations. The team continuously collaborates with strategic suppliers to enhance and capture additional value within the supply chain through productivity initiatives and strong partnerships. You will be expected to be a credible leader and a value-adding business partner to senior stakeholders at the VP and Senior VP levels. You will also be expected to collaborate and be accountable for connectivity with members of the Global Procurement SLT.
It is necessary for this individual to understand the product lifecycle process, impact on the organization (both short and long term) and have knowledge of the global value chain to provide strategic industry insights and identify potential opportunities that ultimately lead to a BMS competitive advantage.
Competencies/Skills:
- Extensive EU and APAC Procurement Experience: Proven track record in Procurement across biopharmaceuticals, pharmaceuticals, financial services or CPG industries
- Proven ability to work successfully with international colleagues in a highly collaborative manner and culture.
- Exceptional Communication and Presentation Skills: Ability to communicate effectively across multiple levels within the company, with demonstrated capability to influence decision-making processes both through virtual and in-person audiences

Responsibilities include:
- Lead EU and APAC Procurement Team with resources spanning across various regional and local markets
- Understand market nuances to effectively develop, implement and drive the global, regional, and local Procurement strategy, policies and processes
- Establish clear roles and responsibilities between market business partners and global category leads to avoid double workload and ensure “one-face” to the business
- Encourage cross-market and cross-functional collaboration to take advantage of synergies through effective business partnering and stakeholder management
- Oversee partnerships across all markets and ensure procurement support is aligned to enable business outcomes
- Drives and manages a differentiated service model which includes dedicated and shared market teams, ensuring that procurement business partners are aligned to the highest opportunity areas
- Coordinate with market leaders to ensure procurement support enables revenue, through effective support of market outcomes and facilitating fit-for-purpose category strategies
- Develop and manage key senior business relationships across market leaders (e.g., GMs) and functional business partners (e.g. BU leaders)
- Ensure market stakeholders are satisfied with the overall Procurement support and value business partners are providing
- Develop collaborative relationships across markets in order to leverage knowledge, spend and procurement effectiveness
- Drive co-ownership of initiatives and accountability based on agreed upon strategies
- Develop and implement metrics and reporting mechanisms
- Connect with senior business leaders to define procurement support archetypes across the product lifecycle, and develop robust strategies that support the evolving needs across EU and APAC markets
- Influence business stakeholders to leverage latest digital offerings to guide buying and adhere to enterprise procurement processes / policies (e.g. preferred suppliers) in order to optimize resource utilization and support enterprise objectives
- Drive and ensure collaborative relationships with suppliers, in order to leverage knowledge, spend and procurement effectiveness
- Provide key inputs rationalization and selection of suppliers to ensure market needs are met at the optimal total cost
- Ensure preferred suppliers across categories are performing across all markets and advocate on behalf of the business if needs are not met
- Identify, build, and maintain mutually beneficial relationships, partnerships, and alliances with select suppliers on behalf of the business
- Coordinate with the global category lead to drive supplier performance across all markets and provide key inputs to global category leads to effectively manage key supplier relationships
- Facilitate the active development of the EU and APAC markets responsible sourcing program
- Build and continuously improve the EU and APAC markets procurement capability
- Lead and mentor a team of procurement professionals, fostering a culture of continuous improvement and excellence.
- Encourage and champion external research, benchmarking, and involvement in professional networks as a means of strengthening capabilities via the adoption of procurement profession best practices
- Leverage a data-driven approach to continuously improve procurement interaction models, processes, and enable business outcomes
- Foster internal innovation by driving collaboration (active sharing) across markets. Ensure best-practices are captured, implemented and adhered to across EU and APAC markets
- Foster supplier led innovation that improves the way the markets partner with suppliers to drive growth and enable business outcomes (e.g. in-line product growth)
- Direct procurement initiatives and strategic decisions for markets, including all budgetary matters. escalations, management of enterprise initiatives and overseeing resources
- Coordinate and Synchronize across Global Procurement organizations
- Work closely with procurement stakeholders and category management teams to understand needs and requirements.
- Effectively align with the Global Procurement reporting mechanism, strategy, processes, policies, and digital strategy
- Develop strong working relationships with key business stakeholders and administrative functions (finance, HR, Legal, Privacy, Compliance).
- Provide consistent feedback and recommendations across matrix organization on how the procurement operations organization is performing for the markets
- Cost Management and Savings
- Drive cost reduction and optimization initiatives and identify savings opportunities
- Develop and monitor budgets, ensuring alignment with financial goals and objectives
- Governance and Compliance
- Ensure adherence to company policies, procedures, and regulatory requirements.
- Develop and maintain procurement governance frameworks to support decision-making and accountability.
- Monitor and report on compliance with contractual obligations and performance metrics.
- Innovation and Continuous Improvement
- Identify and implement innovative procurement practices and technologies to enhance efficiency and effectiveness.
- Drive continuous improvement initiatives to optimize procurement processes and performance.
- Stay informed of industry advancements and emerging trends to maintain a competitive edge, including AI and other emerging/novel technologies
Qualifications include:
Education:
- B.S./B.A. required; M.S./M.B.A. preferred.
Experience:
- Minimum 15 years of business experience, with 8-10 years in multi-disciplined procurement
- Extensive experience working in a complex global organization from an international market perspective
- Extensive knowledge of category management and advanced strategic sourcing methodologies
- Demonstrated success leading global cross-functional project teams to generate material value across multiple complex categories
- Documented experience leading cost reduction and value improvement programs
- Proven experience leading large change management projects
- Management experience
- Demonstrated successful leadership track record, including managing teams of senior professionals and managers, and establishing performance expectations
- Industry experience from Pharma, Consumer Goods or Financial Services
Travel Requirements:
- High flexibility and willingness to travel (air, ground both domestic and international) for various meetings at BMS and supplier sites.
Onsite Requirements:
- 50% over a 2-week span on-site attendance requirement
