This is a Tier 2 position. The salary for Tier 2 positions in Army is normally between $199,172 and $219,000.

Major Duties:

  • As an Executive Deputy of Civil and Emergency Operations, serves as first line supervisor and technical expert for the staff with principal responsibility for providing direction, guidance, and assistance to the U.S. Army Corps of Engineers (USACE) Divisions and Districts on matters related to development and management of water resources infrastructure; protection, restoration and management of environmental resources; disaster response and recovery; and engineering and technical services. Ensures timely execution of Civil Works program policies as established by the Assistant Secretary of Army (Civil Works). Work is accomplished through the supervision of multi-disciplinary Communities of Practice (CoPs) and Regional Integration Teams (RITs) that includes business line managers and professional and technical subject matter experts (SMEs). Capital equipment and material used in these activities are valued at approximately $125 billion. The annual USACE program is more than $5 billion; supplemental appropriations periodically increase the total annual program amount up to $20 billion. The Civil Works program is carried out by 300 military officers and approximately 23,000 Federal civilian employees. Continuity and uniformity in managing the execution of the program at Headquarters, USACE is carried out by a staff of Senior Executive Service Division Chiefs, Communities of Practice, and a subordinate staff of over 193 employees. Supervisors Civil Works Division Chiefs and Deputies of seven RITs. Provides direction and guidance to Regional Business Centers from problem resolution of Civil Works issues. Commander, U.S. Army Corps of Engineers (USACE) within the guidance on objectives, policy concepts, and program philosophies of the Assistant Secretary of the Army for Civil Works (ASA (CW)). The Chief of Engineers outlines general policies, objectives and relative priorities within broad and diverse fields and consults with the incumbent on various matters related to assigned areas of technical responsibility. The incumbent is delegated authority commensurate with assigned responsibility for independent decisions and actions on matters affecting policies, procedures, standards, and other official guidelines for Civil Works Programs within the framework of existing legislation, executive orders, and other policies. Independently plans and carries out program responsibilities and keeps superiors informed on the most significant and/or controversial matters. Technical decisions are accepted as authoritative.

MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume should demonstrate accomplishments that would satisfy the following technical qualification. There is one MTQ: TQ 1: Demonstrated ability to lead and manage a large, multidisciplinary organization responsible for executing complex water resources infrastructure programs, including navigation, flood control, environmental restoration, and disaster response. Proven expertise in developing and implementing strategic policies, managing large scale budgets, and ensuring compliance with legislative requirements and emerging national priorities. Expertise in balancing program requirements within limited resources, ensuring effective workload distribution, optimizing organizational performance, and aligning financial decisions with strategic goals. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
