Job Description

Summary

Leads systems analysis and development to enhance workflow and efficiency for the External Workforce Solutions (EWS) team. Recommends and implements improvements to contingent labor solutions by analyzing processes, costs, and potential savings. Manages VNDLY system invoicing, vendor payments, and supports program initiatives through application development and RFX activities. Serves as a liaison among Program Managers, Finance, and Product, ensuring compliance and clear communication of policies and reporting. Maintains tracking systems, prepares management reports, tests new systems, and develops communication tools to promote awareness of key policies and results.

Essential Functions

Oversee the management of U.S. Bank’s external workforce program for enterprise invoicing, vendor payments and program fee/rebate management. Partner with key stakeholders to ensure accuracy of invoicing, payments and cost related practices to include rate cards, market rate analysis, benchmarking.  Align enterprise program analysis, projects and day-to-day activity related to:

  • Oversee invoicing, vendor payments, and rebate management processes, ensuring accuracy and supporting cost savings and financial forecasting.
  • Manage timecard adjustments and resolve system kickout errors to ensure accurate payroll and billing processes.
  • Implement and maintain pay and bill rate management practices to reduce both direct and indirect costs, contributing to overall cost savings.
  • Drive operational program performance by monitoring and achieving service level agreements (SLAs).
  • Conduct comprehensive reporting and analysis of program metrics to identify opportunities for improved performance and effective spend management.

Skills required

  • Analytical and Forecasting Skills: Ability to analyze business needs, conduct cost analysis, and identify opportunities for improvement related to invoicing, contingent labor spend, market rates, program fees and rebates. 
  • Project Management: Advanced understanding of project management techniques, including scheduling meetings, planning agendas, and tracking progress.
  • Testing Methodology: Ability to develop test schedules, write test plans, and perform tests of new systems and modifications
  • Reporting and Communication: Effective verbal and written presentation skills, including developing communication tools and reporting findings to management.
  • Technical Proficiency: Proficient computer navigation skills, especially with Microsoft Office and advanced Excel, Tableau, Power BI for analysis, modeling, reporting, data visualization and business intelligence. 
  • Organizational Skills: Ability to manage multiple tasks/projects and deadlines simultaneously
  • Leadership and Negotiation: Effective leadership and negotiation skills for working with stakeholders.
  • Business knowledge: Strong business acumen, knowledge of procurement processes and/or third-party labor programs preferred.
  • Requirements Gathering: Eliciting, documenting, and managing business and technical requirements.
  • Problem-Solving: Identifying root causes and proposing actionable solutions.
  • Stakeholder Management: Building relationships and facilitating communication between business units, IT, and external vendors.
  • Process Improvement: Mapping and optimizing business processes for efficiency.
  • Data Analysis: Interpreting data to support decision-making and strategy.
  • Adaptability: Responding to changing business needs and priorities.

Location Expectation

This role requires working from a U.S. Bank location three (3) or more days per week.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $92,820.00 - $109,200.00
