The Opportunity:
USEUCOM Site Lead – Enterprise Level Information Technology Expertise (ELITE) Program, Stuttgart, Germany. CACI is seeking a forward-thinking and innovation driven Site Lead to support the ELITE contract at U.S. European Command in Stuttgart, Germany. The USEUCOM Site Lead is a key senior leader responsible for driving IT transformation and synchronizing day-to-day operations. The role oversees and integrates all task activities supporting EUCOM Enterprise IT.
The ideal candidate will be a strategic leader with a strong understanding of digital transformation, Agile/SAFe delivery, and organizational change management. The Site Lead must be able to translate complex technical, policy, and requirements into clear plans. They must also communicate effectively, both in writing and orally, with senior leaders across the Command and CACI. This includes providing strategic recommendations, presenting roadmaps, and delivering polished, executive ready briefings.
Responsibilities:
The role requires a leader who can thrive in a dynamic, rapidly evolving environment. The Site Lead must balance IT service delivery with integrating emerging technologies such as automation, cloud services, and AI to deliver modernized and efficient communications capabilities. The site lead will champion innovation and continuous improvement. They will help shift the organization toward a culture of iterative delivery, collaboration, and digital literacy aligned with the J6’s vision.
The candidate must have strong interpersonal skills and be comfortable engaging senior leaders up to the GS-15/SES/Flag level. The site lead will work daily with USEUCOM J6 senior leaders, staff, and mission partners to understand operational needs, shape modernization priorities, and synchronize efforts across portfolios. Internally, the Site Lead will report to the ELITE Program Manager and coordinate routinely with the ELITE Program Management Office (PMO). Mission area responsibilities include managing a workforce of more than 200 personnel and ensuring high-quality enterprise IT service delivery. The Site Lead must align architecture, engineering, cyber, operations, and procurement/logistics into a unified framework. They will also lead data and AI initiatives and present capability roadmaps, driving combined and Joint command and control. Finally, the Site Lead will identify risks, opportunities, and gaps to inform long-term strategy for both the USEUCOM J6 and ELITE. Responsibilities include:
• Execute Agile/SAFe program and portfolio activities, integrating planning and operations across diverse technical areas
• Lead modernization initiatives across cloud, data, AI, KM, automation, cyber, and network, identifying mission capability gaps and delivering solutions
• Develop and communicate long-term IT transformation strategies
• Own and manage budget and resources for multiple CLINS, develop proposals, and price estimates for RFPs
• Oversee technical direction and delivery, lead workforce development, staffing and retention, manage quality assurance/quality control
• Execute a structured stakeholder engagement plan to build and maintain trusted relationships with senior DoD leadership
• Mentor team leads, and drive a culture of collaboration, continuous improvement, and innovation

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
$126,000 - 277,100 USD
