The primary purpose of this position is: to plan and conduct classroom instruction of English as a Second Language (ESL); to adapt and develop instructional materials; to advise the unit supervisor on the placement and training needs of students; and to make professional recommendations for improvement of curriculum design, training materials, student administration, and training program management.

Major Duties:

  • 1. Uses professional judgment, imagination, and creativity to augment existing training materials, aids, and software by selecting outside available materials for course inclusion or by developing such supplemental materials to ensure that approach, emphasis, sequence, techniques, and skill development activities are compatible with the objectives and student proficiency. 2. Develops quizzes and ad hoc tests as needed. 3. Serves as an English as a Second Language (ESL) Instructor as the main learning resource for students. 4. Leads students to independent and confident use of correct English of increasing complexity and content, both general and technical, and with appropriate style and register. 5. Participates as a team member on larger evaluation projects such as classroom tryout of proposed new materials, analysis of training needs, or new curriculum design features.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. BASIC EDUCATION REQUIREMENT: That included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR COMBINATION OR EDUCATION AND EXPERIENCE: Courses equivalent to a major of study in education or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-07 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which includes teaching English as a Second language (ESL) while planning and conducting classroom instruction of ESL to students by developing, preparing, adapting, teaching, and evaluating course materials to assist students in functional understanding and use of English language. OR EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D in a related field. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Specialized knowledge of the principles, practices and techniques of ESL instruction. 2. Specialized knowledge of the English language and American culture. 3. Knowledge of instructional design and materials development. 4. Knowledge of student assessment techniques and objectives to include test and measurement principles. 5. Ability to communicate effectively both orally and in writing. 6. Ability to work harmoniously with students and organizational personnel. 7. Ability to analyze, evaluate, and accomplish special training studies and projects. Other Significant Facts Pertaining to this Position: A degree in English as a Second Language, bilingual-bicultural education, linguistics, English, speech, foreign languages, education, or a related specialty area and one year of experience teaching English as a Second Language to adults is highly desired. May be required to teach at any one of eight Reserve Officers' Training Corps (ROTC) training sites in Puerto Rico as directed by official(s), sites include Rio Piedras, Bayamon, Cayey, Humacao, Ponce, San German, Mayagues, and Aguadilla. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
