Job Summary: Incumbent serves as a full-time Equal Employment Specialist in the Central Alabama Veterans Health Care System Equal Employment Opportunity (EEO) Office in Tuskegee, Alabama. The primary purpose of the position is to perform work that involves establishing, organizing, and directing an identifiable part of the EEO program. Inform and advise management officials and employees on EEO program requirements.

Major Duties:

  • Duties include, but may not be limited to the following: Provide assistance and support in managing the EEO program, includes maintaining and implementing policies and procedures and conducting training. Assists in managing the complaint program in the areas of intake, counseling, mediation, coordination, and compliance with applicable federal regulations. Ensures formal complaints are processed within established time limits and in accordance with applicable regulations and policies, including 29 CFR Part 1614. Provides advice and staff support to the EEO Manager in carrying out the continuing policy and program of nondiscrimination and affirmative action. Analyzes workforce statistics, availability of skills in the civilian labor force, potential for upward mobility, and employment data to establish Special Emphasis Employment Program goals and objectives and identify system-wide issues. Monitors the Affirmative Action Plan (AAP) for assigned Special Emphasis Employment Program(s). Prepares and presents reports to the EEO Manager and compiles and analyzes statistical data to evaluate progress of the EEO program in meeting established goals. Provides technical guidance on the utilization of minorities and women in the workplace, identifies barriers and outlines alternative solutions to identified problems. Assists the Office of Resolution Management and administrative judges in the preparation and coordination of investigations and hearings. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm (Work schedule subject to change based on agency needs). Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/16/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Basic knowledge and experience of the laws, regulations, procedures and policies governing Federal equal employment opportunity; identifying barriers to equal employment, diversity and inclusion; personnel systems including recruitment, placement, labor relations, appeals and grievances; communicating both orally and in writing to provide information, advise supervisors and employees, prepare reports, and counsel employees and applicants; utilization of automated EEO programs and systems; EEO investigative process to include fact-finding, analysis, evaluation, and resolution of problems and complaints; tracking and data input; analysis of workforce and employment statistics. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge and experience in of the laws, regulations, procedures and policies governing Federal equal employment opportunity; identifying barriers to equal employment, diversity and inclusion; personnel systems including recruitment, placement, labor relations, appeals and grievances; communicating both orally and in writing to provide information, advise supervisors and employees, prepare reports, and counsel employees and applicants; utilization of automated EEO programs and systems; EEO investigative process to include fact-finding, analysis, evaluation, and resolution of problems and complaints; tracking and data input; analysis of workforce and employment statistics. OR, Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position.
